Senior Lead Program & Lifecycle Sustainment Analyst
Position Summary
Sayres is seeking a Senior Lead Program & Lifecycle Sustainment Analyst to provide senior-level engineering, logistics, and programmatic support to PMS 300 leadership across shipbuilding, modernization, production, and lifecycle sustainment efforts. This position will lead day-to-day coordination activities, support strategic planning and budget development, and ensure alignment among Government personnel, shipbuilders, warfare centers, technical teams, and other program stakeholders.
The ideal candidate will bring extensive experience in Navy acquisition, integrated logistics support, lifecycle management, fleet readiness, and maritime platform sustainment. The position requires the ability to translate complex technical, logistics, financial, and performance information into actionable recommendations and executive-level decision-support materials.
Responsibilities
  • Lead program planning and total lifecycle sustainment activities across product lines, ensuring continuity from development and production through deployment, modernization, sustainment, and end-of-life.
  • Provide senior-level engineering and programmatic support to PMS 300 leadership across shipbuilding, small boat, combatant craft, modernization, and production efforts.
  • Serve as the team lead for weekly meetings and day-to-day program coordination activities in the absence of the Program Assistant Program Manager (PAPM).
  • Develop, execute, and maintain Lifecycle Management Plans and supporting sustainment strategies aligned with NAVSEA lifecycle management practices.
  • Coordinate integrated logistics and sustainment inputs, including maintenance concepts, supply support, spares planning, supportability analysis, training, technical data, configuration management, and product support requirements.
  • Evaluate fleet readiness drivers, sustainment costs, total ownership costs, system performance, obsolescence risks, and lifecycle performance indicators.
  • Identify lifecycle risks and recommend mitigation strategies supporting readiness, affordability, modernization, and long-term platform availability.
  • Support Program Objective Memorandum cycle activities, including data calls, requirements justification, performance inputs, funding alignment, capability trade analyses, and budget submissions.
  • Track requirements, funding profiles, unfunded priorities, and lifecycle needs across fiscal years to maintain alignment with long-range program and portfolio objectives.
  • Develop, review, edit, and coordinate executive-level briefings, presentations, reports, technical documentation, and decision-support materials for PMO and senior leadership review.
  • Translate technical, logistics, schedule, cost, and performance data into clear recommendations and actionable executive-level information.
  • Coordinate across Government organizations, warfare centers, shipbuilders, prime contractors, vendors, engineering teams, contracting, finance, logistics, and operational stakeholders.
  • Lead or support Integrated Product Teams, cross-organizational working groups, governance boards, program reviews, risk discussions, and technical reviews.
  • Respond to programmatic data calls, taskers, action items, and leadership inquiries accurately and within established deadlines.
  • Track program risks, schedules, milestones, deliverables, action items, and follow-up activities resulting from leadership reviews and stakeholder meetings.
  • Support modernization, sustainment, and systems-integration activities across platforms, mission systems, and product-support elements.
  • Participate in shipyard visits and waterfront activities to monitor production and modernization progress, assess sustainment considerations, coordinate technical efforts, and support leadership engagement.
  • Maintain proactive communication across Government and contractor teams to support program milestones, fleet readiness, and operational objectives.
  • Travel required approximately 10-15% to shipbuilder and waterfront locations.

Required Qualifications
  • Bachelor's degree from an accredited institution in Engineering, Logistics, Systems Engineering, Business, Public Policy, or a related technical or management discipline.
  • Fifteen or more years of experience supporting DoD or U.S. Navy acquisition, lifecycle management, integrated logistics, sustainment, engineering, or program management activities.
  • Demonstrated experience developing and executing Lifecycle Management Plans and supporting POM, budget, or requirements submissions.
  • Experience supporting Navy shipbuilding, modernization, waterfront, maritime systems, or lifecycle sustainment programs.
  • Strong knowledge of the DoD acquisition lifecycle, Navy sustainment practices, product support requirements, and budget processes.
  • Experience conducting fleet readiness, sustainment cost, supportability, or total ownership cost analyses.
  • Experience working directly with NAVSEA or an equivalent DoD acquisition, engineering, or sustainment organization.
  • Demonstrated ability to lead cross-functional coordination and operate in a senior or deputy program management capacity.
  • Ability to develop and present executive-level briefings, technical reports, and decision-support materials.
  • Proficiency with data analysis, performance metrics, reporting tools, and program-tracking applications.
  • Strong written, verbal, organizational, analytical, and stakeholder-management skills.
  • Ability to travel to shipyard and waterfront locations as required.
  • Secret clearance or the ability to obtain and maintain one.

Desired Qualifications
  • Active DoD Secret clearance.
  • Experience supporting PMS 300 or comparable NAVSEA boat, combatant craft, service craft, or maritime platform programs.
  • Working knowledge of small boats, combatant craft, auxiliary vessels, or related maritime platform and mission systems.
  • Experience supporting multi-enterprise programs involving multiple Navy commands, warfare centers, shipbuilders, vendors, and contractors.
  • Experience leading IPTs, working groups, program reviews, or cross-functional execution teams.
  • Familiarity with shipyard production, testing, waterfront operations, configuration management, and modernization planning.
