Job description

Overview Job Summary Galapagos Federal Systems LLC is seeking an Acquisition Management Support III / Principal Assistant Program Manager (PAPM) - Intelligence, Surveillance, and Reconnaissance (ISR) Support to support the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I). This role offers the opportunity to work alongside a high-performing team supporting mission-critical U.S. Navy programs in Battle space Awareness and Information Operations.

The ideal candidate will provide senior-level acquisition and program management support, with a focus on Planning, Programming, Budgeting, and Execution (PPBE) and PAPM functions supporting ISR related capabilities. This includes supporting program planning, resource alignment, and execution tracking across complex and evolving mission areas. This position supports the planning, development, and execution of acquisition and budget activities for enterprise IT, digital, and ISR systems.

The role works closely with program leadership, resource sponsors, engineers, and functional stakeholders to ensure acquisition strategies and funding decisions are aligned with mission priorities, technical requirements, and DoD and Navy guidance. Key Responsibilities The Acquisition Management Support III, PAPM ISR Support will: * Provide acquisition and program management support across the full life cycle, including planning, programming, budgeting, and execution (PPBE) activities * Support PAPM functions, including program planning, requirements alignment, budget formulation, and execution tracking for ISR related initiatives * Assist in developing and maintaining acquisition documentation, including acquisition strategies, program plans, and milestone documentation * Support development and refinement of cost estimates, budget exhibits (e.g., POM, PB, spend plans), and financial tracking reports * Coordinate with resource sponsors, comptrollers, and program stakeholders to align funding with program requirements and priorities * Track program execution against cost, schedule, and performance metrics, identifying risks and recommending mitigation strategies * Support preparation of briefings, reports, and decision-support materials for leadership, including PEO and stakeholder engagements * Assist with contract planning and coordination with contracting personnel to support acquisition execution * Ensure compliance with DoD acquisition policies, PPBE processes, and Navy/PEO Digital guidance * Maintain program documentation and ensure audit readiness for acquisition and financial activities Requirements Skills and Experience The Acquisition Management Support III, PAPM ISR Support must have: * Active TS/SCI * 7+ years of experience in DoD acquisition, program management, or financial/budget support * Experience in any of the following DoD acquisitions spanning ACAT I / II to ACAT III / IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways (to include Software Acquisition Pathway, Middle Tier Acquisition Pathway, etc.) * Strong understanding of the DoD acquisition life cycle and PPBE process * Experience supporting PAPM functions, including program planning, budgeting, and execution tracking * Familiarity with ISR (Intelligence, Surveillance, and Reconnaissance) systems or mission areas * Experience developing acquisition and budget documentation (e.g., POM inputs, budget exhibits, spend plans) * Knowledge of funding types (O&M, RDT&E, Procurement) and financial execution processes * Ability to analyze program performance, identify risks, and provide actionable recommendations * Strong analytical, organizational, and problem-solving skills * Excellent written and verbal communication skills, including briefing senior leadership * Experience working within a PMO/PEO environment and coordinating across multiple stakeholders * Experience with tools such as MS Project, Excel, Flank SharePoint, Navy ERP, SPIDER, CARD, LCCE, APB, NAVWAR GWB, or similar tools Education and Certification The Acquisition Management Support III, PAPM ISR Support must meet the following: Required * Bachelor's degree in Business, Finance, Acquisition, Program Management, or a related field * DAWIA Certification in Program Management or Financial Management equivalent Preferred * Master's degree * Familiarity with PPBE related training or certifications * Professional certifications such as PMP, Certified Defense Financial Manager (CDFM), or Lean Six Sigma Benefits * Medical, dental, vision, disability, and life insurance * Flexible Spending Accounts * 401(k) * PTO * Paid Parental Leave * Tuition reimbursement * Paid federal holidays Security Clearance Must be a U.S. Citizen.
