Varmoda is seeking a Senior IT Project Manager to lead complex technology initiatives within the Project & Product Delivery portfolio. This role is responsible for driving successful project delivery across Agile, SAFe, Waterfall, and Kanban environments while ensuring alignment with VDOT and VITA project management standards. The ideal candidate will possess strong leadership, risk management, stakeholder engagement, and project governance experience, with a proven track record of managing large-scale projects from initiation through delivery.


Key Responsibilities
  • Lead and manage IT projects throughout the full project lifecycle, including planning, execution, monitoring, and delivery.
  • Develop and maintain project plans, release plans, resource strategies, risk mitigation plans, and project schedules.
  • Coordinate and facilitate Agile ceremonies including Sprint Planning, Daily Standups, Story Refinement, Sprint Reviews, Retrospectives, and Release Planning.
  • Monitor and communicate project progress, scope, risks, budget, schedule, and overall project health to stakeholders and leadership.
  • Manage project risk identification, assessment, mitigation, and reporting activities.
  • Collaborate closely with executive leadership, business stakeholders, delivery teams, and third-party vendors.
  • Establish and maintain a productive environment that enables Agile teams to perform effectively.
  • Remove impediments and protect teams from unnecessary interruptions and distractions.
  • Foster strong relationships between Product Owners, project teams, and stakeholders.
  • Track team velocity, performance metrics, and project delivery indicators.
  • Support Product Owners with backlog management, prioritization, and release planning activities.
  • Promote continuous improvement, team effectiveness, and Agile best practices.
  • Ensure adherence to VDOT, VITA, PMI, and Commonwealth project management standards and methodologies.
  • Balance competing demands involving scope, schedule, quality, cost, and business value.
  • Analyze and document business processes, system processes, and project outcomes.
  • Perform additional project management responsibilities as assigned.

Required Qualifications
  • Active Project Management Institute (PMI) Project Management Professional (PMP) certification.
  • 8+ years of professional IT Project Management experience.
  • 5+ years of documented risk management experience.
  • 5+ years of experience managing large-scale IT projects as Project Manager of Record.
  • Proven experience delivering projects using Agile, Waterfall, and Kanban methodologies.
  • Experience leading cross-functional teams, stakeholders, vendors, and technology partners.
  • Strong understanding of the Software Development Life Cycle (SDLC).
  • Experience facilitating Agile ceremonies and managing Agile delivery teams.
  • Strong analytical, organizational, leadership, and decision-making skills.
  • Ability to communicate effectively with technical teams, business stakeholders, and executive leadership.
  • Ability to work onsite in Mechanicsville, VA up to three days per week.
  • Must be a local candidate.
Mandatory Experience
  • Active PMI PMP Certification.
  • Documented Risk Management experience.
  • Completion of a non-Commonwealth project valued greater than $5M as Project Manager of Record.

Preferred Qualifications
  • Active Commonwealth Project Management Certification.
  • Commonwealth of Virginia Risk Management experience.
  • Successful completion of a Category 1 or Category 2 Commonwealth project valued at ***M or greater.
  • Experience working within Virginia Information Technologies Agency (VITA) governance environments.
  • Experience implementing and scaling SAFe (Scaled Agile Framework).
