Construction Support Solutions (CSS) is a construction management consulting firm that partners with clients to successfully plan, manage, and deliver complex capital construction projects. Acting as an Owner's Representative, we provide expert project management services from project planning and design through construction and closeout, ensuring projects are completed safely, on schedule, within budget, and to the highest quality standards.

We are seeking an experienced Project Manager to join our growing team. This role is ideal for a construction professional who enjoys leading projects, building strong client relationships, and serving as a trusted advisor throughout every phase of the construction process.

Position Summary

The Project Manager will oversee multiple construction projects while serving as the primary point of contact between clients, architects, engineers, contractors, consultants, and other project stakeholders. This individual will be responsible for planning, budgeting, scheduling, procurement support, construction administration, and project closeout while ensuring successful project delivery from inception through completion.

Key ResponsibilitiesProject Management
  • Lead construction projects from planning and design through procurement, construction, and closeout.

  • Develop and manage project schedules, budgets, cost forecasts, risk registers, and project management plans.

  • Coordinate project teams including owners, architects, engineers, contractors, consultants, and regulatory agencies.

  • Facilitate project meetings and prepare agendas, meeting minutes, and action item logs.

  • Monitor project progress and proactively identify and resolve issues affecting cost, schedule, quality, or project performance.

  • Prepare executive-level project status reports and presentations for clients and stakeholders.

Owner's Representation & Client Management
  • Serve as the Owner's Representative and trusted advisor throughout the project lifecycle.

  • Develop and maintain strong client relationships by providing exceptional service and proactive communication.

  • Provide objective recommendations and strategic guidance to support client decision-making.

  • Review design documents for constructability, completeness, and alignment with project goals.

  • Assist clients with procurement strategies, contractor selection, contract negotiations, and contract administration.

Construction Administration
  • Monitor contractor performance and construction progress to ensure compliance with contract requirements.

  • Review schedules, RFIs, submittals, pay applications, change orders, and other project documentation.

  • Coordinate and conduct periodic project site visits to verify construction progress, quality, and compliance with project requirements.

  • Identify project risks and implement mitigation strategies.

  • Support value engineering initiatives and cost-saving opportunities throughout project execution.

QualificationsRequired
  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, Project Management, or a related field.

  • Five (5) or more years of construction project management experience.

  • Experience managing commercial, institutional, healthcare, education, municipal, industrial, infrastructure, or government construction projects.

  • Strong understanding of construction contracts, project delivery methods, budgeting, scheduling, procurement, and cost control.

  • Excellent leadership, communication, negotiation, organizational, and problem-solving skills.

  • Proficiency with Microsoft Office Suite and project management software.

  • Ability to successfully manage multiple projects simultaneously.

  • Ability to travel periodically to project sites and client meetings as required.

Preferred
  • Experience managing federal, military, VA, GSA, USACE, or other government-funded construction projects.

  • Experience serving as an Owner's Representative, Construction Management Consultant, Construction Manager Agent (CMa), Program Manager, or Engineering Consultant.

  • Experience with public-sector procurement and capital improvement programs.

  • Familiarity with Primavera P6, Microsoft Project, or similar scheduling software.

  • Professional certifications such as PMP, CCM, PE, RA, LEED AP, or equivalent.
