Position Summary

ISI seeks an experienced Mechanical Engineer to support the Department of Veterans Affairs (VA) on the Electronic Health Record Modernization (EHRM) Infrastructure Upgrade at the Philadelphia VA Medical Center. This position provides part-time technical oversight and construction management of mechanical, HVAC, and plumbing systems that directly support healthcare and IT infrastructure upgrades. You will review designs and submittals, perform site inspections, and participate in system testing, commissioning, and close-out verification activities. The ideal candidate demonstrates a deep understanding of healthcare and information technology (IT) environments, where reliability, redundancy, and environmental control are essential. Experience in healthcare and information technology (IT) projects/facilities is critical.

Key Responsibilities
  • Provide technical and construction oversight for HVAC, mechanical, and plumbing systems supporting EHRM infrastructure upgrades.
  • Conduct approximately six (6) site visits per year to inspect installations, verify compliance with design documents, and support field coordination.
  • Review submittals, RFIs, and shop drawings for accuracy, completeness, and compliance with VA standards.
  • Participate in commissioning (Cx) activities including system performance testing and validation.
  • Evaluate mechanical system design and installation for integration with IT, server rooms, and critical facility systems.
  • Support the Government and Project Manager in change order reviews, cost estimates, and schedule analysis.
  • Ensure compliance with VA Technical Information Library (TIL) standards, ASHRAE, NFPA, OSHA, and The Joint Commission (TJC) requirements.
  • Prepare technical reports summarizing inspection findings, deficiencies, and recommendations.
  • Collaborate with the CM team to ensure system readiness and project alignment.
  • Provide limited after-hours or off-shift support during system tie-ins, outages, or inspections that occur outside normal working hours.
Minimum Qualifications
  • Bachelor’s degree in Mechanical Engineering from an accredited institution.
  • Minimum 6 years of experience in mechanical design, construction, or commissioning for large-scale healthcare or IT facilities.
  • Expertise in HVAC systems, digital controls, and mechanical systems supporting IT environments.
  • Strong understanding of codes and standards including ASHRAE, NFPA, and VA TIL.
  • Ability to read and interpret design and construction documents and communicate effectively with stakeholders.
  • Strong proficiency with MS Office and construction management software (e.g., Bluebeam, Procore).
  • Experience in healthcare and information technology (IT) projects/facilities is critical.
  • Applicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential.
  • Must be able to obtain and maintain a VA Public Trust clearance.
Preferred Qualifications
  • Prior experience supporting VA, DOD, or other federal medical center projects.
  • Experience with commissioning (Cx), testing and balancing (TAB), or HVAC control systems integration.
  • Familiarity with EHRM infrastructure and data center mechanical requirements.
  • Working knowledge of VA Design Guides and federal construction specifications.
Physical / Work Environment
  • This position is primarily off-site with approximately six (6) site visits per year to the Philadelphia VA Medical Center. Each visit typically lasts three days with two overnight stays.
  • Travel and per diem will be reimbursable in accordance with federal travel regulations.
  • Must be able to walk construction sites, climb stairs/ladders, and perform mechanical system inspections.
  • Standard business hours apply, with flexibility for occasional after-hours work to accommodate system tie-ins or hospital outage schedules.
