What You Will Do:
  • Build and execute a long-term outsourcing strategy for MCSS, including development of 1, 5, and 10-year roadmaps.
  • Establish guidelines for preferred vendors and define optimal Blue Badge versus Outsourced/Yellow Badge workforce mix to support program scalability.
  • Implement a structured vendor evaluation, selection, and onboarding process aligned with RTX and P&W best practices.
  • Identify and expand global vendor capabilities while serving as the primary point of contact for non-technical/SOW vendor communication.
  • Standardize SOW language, expectations, and deliverables in collaboration with the Business Team, ensuring consistency across MCSS.
  • Develop standard work for vendor engagement, onboarding, deliverable reviews, and ongoing performance management.
  • Establish a cadence for vendor engagement, including onsite/offsite interactions and exploration of MCSS vendor conferences.
  • Partner with RTX and P&W Global Outsourcing Teams to ensure alignment with enterprise outsourcing initiatives and compliance with security and digital workforce control requirements.
  • Evaluate and implement secure workforce connection models (KCF, EVDI, dedicated devices) and collaborate with DXC to enhance vendor access support processes.
  • Develop and maintain vendor performance dashboards covering quality, delivery, and responsiveness; enforce standards through monthly metrics and MFA oversight.
  • Identify and mitigate outsourcing risks related to critical responsibilities and ensure compliance with RTX contingent workforce, export controls, data protection, and cybersecurity policies.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
