Overview

The Organic Repair Capability Assessment (ORCA) Analyst supports the Commander, Naval Surface Forces, Pacific Fleet (CNSP) Readiness Assistance Training Team (RATT) program. ORCA evaluates a ship's organic repair capability and self-sufficiency to help ensure ships can successfully conduct repairs while underway or deployed.


The ORCA Analyst supports assessments of shipboard maintenance and repair capabilities, including the identification of equipment, tooling, personnel, and training shortfalls. The Analyst applies knowledge of Navy surface ship maintenance processes to support readiness assessments, root cause analysis, configuration reviews, and the development of information used to improve fleet maintenance and repair capability.


Location

San Diego, CA, with travel in support of ORCA assessments at CONUS and OCONUS locations

Requirements:

Required Qualifications

  • Minimum 10 years of supervisory experience in analyses, information system operations, and implementation of related technical projects 
  • Supervisory experience in analyses, information system operations, and implementation of technical projects similar to those described in the PWS 
  • Navy maintenance or training staff experience, such as Immediate Superior in Command (ISIC), Type Commander (TYCOM), or Afloat Training Group (ATG)
  • In-depth knowledge of Navy ship depot-level maintenance processes 
  • In-depth knowledge of surface ship maintenance processes and their underlying principles

Education

  • Undergraduate or associate degree or demonstrated management experience 

Security Clearance

  • Must possess and maintain a SECRET clearance
