BizFirst is assisting our client with recruiting a skilled and experienced Technical Lead / Solution Architect. This position supports the following program: U.S. Department of Education (ED), Office of Finance and Operations — Oracle Projects & Oracle G-Invoicing Implementation Services (GSA MAS Task Order, SIN 54151S). The position is 100% remote and is contingent on contract award, with an anticipated start following award.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.


What will you do

Own the technical design, configuration, and integration architecture for Oracle Projects and the Treasury G-Invoicing servicing-agency solution within the Department of Education's existing Oracle E-Business Suite 12.2.12 environment on AWS GovCloud. You will establish and certify the technical solution baseline in the first 30 to 45 days, own the integration architecture across the full financial module landscape, and lead the technical path through design, system integration testing, and production cutover — all inside a live, audited Federal core financial system where your changes must not break existing interfaces or period-close processing. This role rewards an architect who has personally configured and integrated Oracle Projects, not one who has worked near it.


Responsibilities:

•         Establish and certify the technical solution baseline within the first 30 to 45 days: Oracle Projects and G-Invoicing patch and release update pack inventory, Enterprise Command Center version, prerequisites, licensed products, and available delivered features at the Department's actual code level.

•         Own the integration architecture across Oracle Projects, General Ledger, Payables, Receivables, Purchasing, the Acquisition Management System, payroll and labor feeds, and Treasury interfaces.

•         Author Design Documents and Interface Control Documents to the SOW schedule, including data flows, protocols, validation, and error handling.

•         Design resilient interface behavior using Oracle-native mechanisms and the existing SOA and WebLogic environment where the Department directs: validation, idempotent processing, error queues, retry and replay, monitoring, and reconciliation.

•         Design the accounting derivation path from project, task, and expenditure attributes into the Department's multi-segment account classification code structure, in partnership with the Functional Lead and Financial Specialist.

•         Own the technical path through the Department's Jira and Bitbucket release workflow, including version control, peer review, build traceability, configuration management, rollback packaging, and post-implementation review evidence.

•         Lead technical impact analysis and risk-based regression design to protect existing FMSS interfaces and period-close processing.

•         Produce configuration screenshots, architecture and data-flow artifacts, and technical evidence supporting the major system change compliance process.

•         Lead the technical execution of production deployment, including configuration and data migration from test environments and post-deployment validation.


Requirements:

•         U.S. citizenship (mandatory; no exceptions or waivers).

•         Bachelor's degree in information systems, business, accounting, or a related field.

•         Minimum ten (10) years of experience in technical design, system architecture, and ERP or financial system integration.

•         Minimum two (2) years of experience with Oracle E-Business Suite Federal Financials.

•         Minimum two (2) years of experience implementing Oracle Projects, with hands-on technical work (configuration, interface design, extensions, data conversion, environment migration).

•         Demonstrated experience with system configuration, integration, and technical design, including integration work between Oracle Projects and other financial modules or external systems described at the interface level.
