Cable Plant Technician Job Description:
The Inside/Outside Cable Plant Technician is responsible for the installation, maintenance, troubleshooting, testing, and repair of copper and fiber optic cable infrastructure in both indoor and outdoor environments. This includes telecommunications rooms, data centers, office buildings, utility poles, underground systems, and construction sites.
The technician will ensure reliable communication and data transmission services while adhering to industry standards, safety requirements, and best practices. Required Skills:

โ€ข Minimum 5 years of experience installing, maintaining, repairing, and supporting copper and fiber optic cabling systems
โ€ข Extensive experience with:
Fiber optic splicing (fusion and mechanical)
Fiber optic testing
OTDR testing
Network restoration
Structured cabling systems
Copper and fiber installation
Aerial, buried, and conduit-based cable deployments
Cable locating technologies

โ€ข Install, route, terminate, and maintain single-mode and multi-mode fiber optic cabling.
โ€ข Perform fiber optic splicing using fusion and mechanical methods.
โ€ข Install and repair aerial and buried copper and fiber optic cables.
โ€ข Work with conduits, handholes, pedestals, cabinets, raceways, cable trays, patch panels, racks, and structured cabling systems.
โ€ข Set up and configure telecommunications and communications rooms.
โ€ข Install and configure racks, enclosures, patch panels, backboards, blocks, UPS systems, and Line Interface Units (LIUs).
โ€ข Label and document cabling and equipment according to industry best practices. Testing & Troubleshooting
โ€ข Utilize OTDRs, power meters, cable testers, and related equipment to test and troubleshoot copper and fiber infrastructure.
โ€ข Diagnose and resolve connectivity, performance, and network outage issues.
โ€ข Perform fiber restoration and repair activities.
โ€ข Troubleshoot physical network issues in outdoor and indoor environments.
โ€ข Read and interpret schematics, blueprints, network maps, splice records, GIS maps, and as-built drawings. Cable Locating
โ€ข Conduct pre-locate assessments to identify underground assets before excavation work.
โ€ข Utilize electromagnetic and RF locating equipment to trace buried fiber, copper, and conduit systems.
โ€ข Verify locate accuracy using multiple validation methods.
โ€ข Apply APWA-standard utility markings using paint, flags, and documentation.
โ€ข Identify and communicate potential utility conflicts and risks.
โ€ข Coordinate with contractors and project teams regarding locate boundaries and safety requirements.
โ€ข Ensure compliance with federal, state, and installation-specific excavation and dig permit requirements. Maintenance & Documentation
โ€ข Conduct routine inspections of cable infrastructure and document findings.
โ€ข Maintain accurate installation, testing, maintenance, and compliance records.
โ€ข Manage inventory of materials and supplies used for installations and repairs.
โ€ข Track and document cable pairs, testing results, service reports, and maintenance activities. Safety & Compliance

The organization is expanding support for Army Network Enterprise Center (NEC) operations at Dugway Proving Ground through a new scope of work focused on cable plant infrastructure and telecommunications support. Additional Qualifications & Education:
โ€ข High school diploma or equivalent required.
โ€ข Technical certification in telecommunications or a related field preferred. Required Certifications:
โ€ข Certified Fiber Optic Technician (CFOT) certification required at start date.
โ€ข Certified Installer (CI) certification for both copper and fiber systems required at start date.
Training Requirements
