General Statement The Recovery Support Coordinator, under general supervision, provides leadership and operational oversight for the Union County Recovery Support Program, ensuring effective coordination of recovery services,risk reduction initiatives and substance use treatment. Serves as the central point of entry for individuals seeking services, while maintaining strong partnerships with healthcare providers, public safety agencies, and community organizations. Responsibilities include program development, coordination of contracted peer support providers, program level budget management, and compliance with all required reporting and performance measures in accordance with the Union County Performance Measure Guide, including the North Carolina Memorandum of Agreement (NC MOA).
The coordinator will also leverage data and community engagement to drive continuous improvement and expand access to care. Essential Functions Oversees the daily operations of the Recovery Support Program, serving as the single point of entry for substance use treatment and recovery services. Develops, implements, and evaluates program policies, procedures, and protocols in alignment with best practices and funding requirements.
Develops and maintains the program's Policies and Procedures Manual, including intake protocols, risk reduction protocols, referral procedures, emergency protocols, and field safety standards. Leads process development and continuous quality improvement efforts to enhance program effectiveness and service delivery. Manages program intake through a dedicated phone line, including inquiry response, screening, and referral triage during designated hours.
Oversees program budget planning, administration, and monitoring in collaboration with the Human Services Program Manager, the Director of Community Support & Outreach and the Opioid Settlement Program Manager. Serves as contract manager for the externally contracted Peer Support Specialist provider, monitoring contractor performance against deliverables monthly, conducting quarterly contract reviews, and administering corrective action provisions as needed. Facilitates bi-weekly check-ins with the contracted peer support team lead and monitors contractor compliance with required certifications, HIPAA/42 CFR Part 2, and best practices, including appropriate boundaries and secondary trauma awareness, as specified in the service agreement.
Serves as the program's primary coordinator forriskreduction initiatives. Coordinates with Public Health the distribution of naloxone (Narcan) and other risk reduction supplies, including fentanyl test strips and medication lock boxes, to community partners and residents. Provides training and education on naloxone administration and harm reduction strategies to individuals, organizations, and community groups.
Provides or coordinates care coordination and case management services by connecting individuals to substance use treatment, recovery support services, and wraparound resources, including educational programs, transportation assistance, housing, employment, and other community-based services that support long-term recovery. Triages incoming referrals and coordinates with the contracted peer support provider to facilitate warm handoffs to appropriate levels of care, including medication-assisted treatment (MAT/MOUD), detoxification services, residential programs, and intensive outpatient programs (IOP). Ensures timely referral triage and assignment to the contracted peer support team (within 2-24 hours depending on referral source) and follow-up completion within 72 hours for individuals referred after overdose incidents.
Builds and sustains a comprehensive referral network with EMS, hospitals, detention centers, primary care providers, faith-based groups, law enforcement, and nonprofit organizations. Serves as the primary liaison to community partners, providing guidance on program services, referral pathways, and collaborative initiatives. Coordinates with community stakeholders to plan, implement, and support community-based drug-checking initiatives, promote risk-reduction education, and connect individuals with appropriate treatment, recovery, and support services.
Conducts outreach, health education, and community wellness activities throughout Union County. Promotes risk reduction principles and program awareness across diverse audiences and sectors. Coordinates and facilitates the county's substance use/opioid task force or coalition, including agenda setting, meeting facilitation, and outcome tracking.
Maintains accurate and timely program data, including referrals, services delivered, naloxone distribution, treatment linkages, and repeat overdose contacts. Prepares and submits required reports to county leadership, grant funders, and oversight entities, ensuring compliance with reporting standards. Analyzes program data to evaluate outcomes, identify service gaps, and inform continuous improvement strategies.
Administers the designated care management platform including setup, user training, and ongoing system administration, and maintains documentation in compliance with HIPAA and program requirements. Presents program performance, outcomes, and impact to county leadership and community stakeholders as needed. Develops and disseminates educational materials on substance use, riskreduction, mental health, and related topics through multiple channels.
Conducts formal program evaluation (initial evaluation at Month 9), assessing quantitative and qualitative outcomes against program goals; evaluates contractor performance data and adjusts contract deliverables or scope as needed; and assesses capacity for program expansion, including additional peer support hours, mobile outreach capability, or extended phone line hours. May be required to work outside normal business hours, including evenings and weekends, to attend community meetings, participate in outreach activities, and support program-related events. Performs other related duties as assigned.

Supplemental Information PHYSICAL DEMANDS Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, radios, fax machines, calculators, printers, etc. Must be physically able to operate a motor vehicle.
Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree.
However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
