The Role
We are looking for an experienced Resource Manager to drive strategic allocation and optimization of our internal talent pool - spanning technical, project management, engineering, and operations functions. This role is central to ensuring our people are utilized effectively, developed intentionally, and given first consideration for new opportunities before we look externally. The Resource Manager serves as the connective tissue between delivery teams, people managers, and business units - matching the right people to the right work at the right time.

Travel Requirements:

The role is remote for individuals residing in the Central or Eastern Time Zone (Continental US). Travel is required when needed (up to 25%).

Responsibilities Include:

Resource Planning & Optimization

  • Maintain a real-time view of resource availability, capacity, and utilization across all business units and practices
  • Proactively identify under- and over-utilization trends and recommend corrective actions
  • Build and maintain a skills inventory database that captures current capabilities, certifications, and development goals for all technical, engineering, PM, and operations staff
  • Partner with project managers and delivery leads to forecast upcoming resource demand 4-12 weeks out
  • Facilitate regular resource planning cadences (weekly/bi-weekly) with department heads and practice leads

Internal Mobility & Opportunity First

  • Champion an "internal first" staffing philosophy - ensuring all open project needs and roles are actively socialized to existing employees before triggering external recruitment
  • Work with HR and talent acquisition to define clear thresholds for when internal options are exhausted and external hiring or contracting is warranted
  • Identify employees who are bench-eligible, under-allocated, or seeking growth opportunities and actively match them to suitable assignments
  • Maintain a pipeline of internal candidates for anticipated needs (e.g., upcoming projects, planned growth areas)

Stakeholder Collaboration

  • Act as the primary liaison between project/delivery teams, people managers, HR, and leadership on all resourcing matters
  • Communicate resourcing decisions clearly and diplomatically, balancing business urgency with employee development and satisfaction
  • Advise hiring managers on build vs. buy decisions, providing data-driven recommendations
  • Escalate resource conflicts and capacity constraints to leadership with proposed solutions

External Resource Management

  • Manage relationships with staffing vendors, contractors, and contingent workforce partners when internal capacity is insufficient
  • Ensure external hires and contractors are onboarded with the right skills profile and integrated into delivery teams effectively
  • Track and report on contractor spend vs. internal cost comparisons to support cost optimization
  • Track and ensure external hires are contracted at competitive market rates

Reporting & Analytics

  • Develop and maintain resource utilization dashboards and reports for leadership visibility
  • Track key metrics including utilization rates, bench time, time-to-fill (internal vs. external), and skill gap trends
  • Provide regular forecasting reports to support headcount planning and budget cycles
  • Identify patterns in resource gaps and feed insights into workforce development and hiring strategy

Required Skills and Professional Experience:

  • Bachelor's degree or the equivalent work experience and/or work experience
  • 5+ years of experience in resource management, workforce planning, or delivery operations - preferably within a technology services, MSP, consulting, or systems integration environment
  • Must be a US Citizen
  • Demonstrated experience managing resources across multiple functions: technical (cloud, infrastructure, software), project management, and operations
  • Data-driven mindset with experience building utilization reports and capacity forecasts
  • Exceptional interpersonal and negotiation skills - able to navigate competing priorities across teams
  • Ability to handle sensitive workforce conversations with discretion and empathy

        Preferred Skills and Professional Experience:

        • Experience in a managed services provider (MSP) or professional services environment
        • Familiarity with cloud technology roles and skill sets (Azure, AWS, infrastructure, DevOps, etc.)
        • Experience working with contingent workforce programs and vendor management systems (VMS)
        • PMI, PMP, or ITIL certification is a plus
        • Experience with skills management platforms (e.g., Workday Skills Cloud, LinkedIn Talent Insights)
        • Strong understanding of project delivery methodologies (Agile, Waterfall, or hybrid)
        • Proficiency with resource management or PSA tools (e.g., Kantata, Planview, Smartsheet, MS Project, or similar)
