Job description

JOB TITLE: Personal Care Program Director 

STATUS: Exempt, Full-Time 

REPORTS TO: COO
SUMMARY OF POSITION 

The Personal Care Program Director provides leadership, oversight, and coordination for all aspects of the Personal Care Services (PCS) Program. This position is responsible for developing, implementing, and maintaining program operations to ensure compliance with state, Medicaid, and company standards. The Director will work collaboratively with Executive Leadership, Billing, HR, Credentialing, and Operations to ensure program effectiveness, quality service delivery, community visibility, and sustainable growth across all locations.
ESSENTIAL DUTIES & RESPONSIBILITIES 

Program Development & Operations 

Direct and coordinate all aspects of the Personal Care Program, including program structure, policies, procedures, and service delivery workflows 

Ensure the program remains compliant with all applicable state regulations, Medicaid requirements, and internal policies 

Establish and monitor program goals, benchmarks, and performance outcomes 

Oversee the daily management of program operations, ensuring consistency, accuracy, and timely service delivery 

Quality & Compliance 

Maintain ongoing quality assurance reviews and performance monitoring systems
Ensure all documentation meets state and payer standards 

Address compliance issues promptly and implement corrective actions as needed
Maintain readiness for audits, monitoring visits, and regulatory reviews

Staff Oversight & Training 

Recruit, hire, and supervise Personal Care staff 

Develop and implement staff training and development plans 

Provide coaching, mentorship, and performance feedback to ensure staff meet expectations 

Promote teamwork, accountability, and high standards of care delivery 

Billing & Revenue Coordination 

Work closely with the Billing Department to ensure accurate documentation and billing compliance 

Monitor service utilization, productivity, and reimbursement trends 

Support processes that enhance revenue integrity and minimize claim denials 

Community Engagement & Program Marketing 

Actively market the Personal Care Services Program 

Build relationships with referral sources, case managers, discharge planners, and community partners 

        Conduct outreach activities to promote program awareness and drive service referrals 

Represent the program at internal and external meetings, community events, and partner engagements 

Collaboration & Communication 

Collaborate with HR, Credentialing, Billing, and Operations to ensure smooth coordination of all program-related functions 

Provide regular updates and performance reports to Executive Leadership 

Develop relationships with payers, regulatory agencies, and referral sources to support program growth and sustainability

REQUIRED QUALIFICATIONS 

Minimum 3 years of leadership or supervisory experience in Personal Care, PCS, home care, or related human services field 

Strong knowledge of Medicaid regulations, PCS service definitions, and documentation requirements 

Proven ability to manage staff, operations, and compliance simultaneously
Excellent organizational, communication, and leadership skills  

PREFERRED QUALIFICATIONS
      Experience in developing or expanding PCS or home care programs
      Background in compliance, billing, or auditing within healthcare services
      Strong analytical and problem-solving abilities 

WORK SCHEDULE

Monday - Friday, 9:00 AM - 5:00 PM 

Evenings or weekends may be required based on program needs
