Job Overview

This position is for a Program Manager that provides oversight for the planning, implementation, resourcing, administration, and tracking of all contract requirements for the Meteorological Support Services contract for Kwajalein Island under the Space Missile Defense Command (SMDC), along with program offices at Huntsville, AL and Norman, OK. This is an on-site position in Norman, OK. The meteorological operations at Kwajalein, Huntsville, and Norman are responsible for all forecast services, meteorological equipment, and meteorological IT infrastructure for the Reagan Test Range and surrounding region for both daily and mission specific operations.


Since this position supports operations on Kwajalein and during missions, occasions may occur in which support is required outside normal business hours. This position requires occasional travel to Huntsville and Kwajalein.


Roles and Responsibilities 

  • Primary point of contact for communications, work assignments, technical direction and requirements flow between both Government officials and the company. 
  • Ensure contract compliancy and timely submission of contract deliverables. 
  • Maintain excellent relations with Contracting Officer, Contracting Officer's Representative, prime contractors, sub-contractors, corporate staff and contract employees ensuring transparent operations. 
  • Excellent written and communication skills and ability to communicate complex technical topics understandably to non-technical personnel.
  • Develop proposals and budgets for submission to the Government for weather station modernization. 
  • Manage existing modernization projects and budgets and ensure risks are analyzed and costs are kept under budget.
  • Ensure goals are met in areas including customer satisfaction, safety, quality and team member performance. 
  • Assist with business development for follow-on contract competition. 
  • Produce accurate and timely reporting of program status throughout its life cycle. 
  • Prepare and present briefings to government officials and customers as required. 
  • Manage a team with a diverse array of talents and responsibilities located at multiple sites. 

Requirements

Qualifications/Education Requirements 

  • Must be a U.S. Citizen 
  • Must be able to obtain and maintain a SECRET level DoD clearance 
  • B.S. degree in management, engineering, computer science, the physical sciences, mathematics or related fields with 8-10 years of experience in technical field of expertise and at least 8 years' experience in program/project management.
  • Must possess current PMP certification. 
  • Demonstrated experience facilitating discussions between government contracting officers, contract technical representatives, and company technical staff
  • Proficient in MS Office software products
  • Must pass a medical physical and be cleared for travel to Kwajalein  

Preferred Qualifications 

  • Previous or current SMDC leadership experience or on-site experience.
  • MA or MS degree in engineering or scientific field of study.
  • Operational forecasting experience and understanding of meteorological equipment used in forecasting
  • Possess an active CAC and/or security clearance 
  • Previous experience managing a contract where work is performed in multiple US states or overseas locations.
  • Prior or current National Weather Service or similar management experience. 

Physical and Mental Requirements 

The workload will vary and may be stressful at times. Travel to Kwajalein is required. The candidate may be expected to sit at a computer/desk for long periods of time.
