Job description

Position: Program Manager


Reports To: Co-Directors


Status: Exempt


Type: Full-Time


Summary: Plans, develops, overseas, and directs the daily functions of assigned Workforce programs for Adult and Youth in the Little Village Center and Satellite Offices. Responsibilities include personnel management; program planning, development, and implementation; budget administration; and ensuring program goals and objectives are met for assigned programs.

DUTIES AND RESPONSIBILITIES

• Adheres to the Mission of SER

• Coordinates the day-to-day operations of assigned SER’s youth and adult program.

• Supervises, trains, assigns work, evaluates employee performance, and handles employee relations issues, hires, and discipline actions of assigned program personnel

• Develops and implements departmental standards, systems, policies, and procedures; develops process improvements as needed

• Provide case management oversight of physical and virtual files regarding required documentation such as eligibility, intake paperwork, and service delivery.

• Review program files for compliance and accuracy, including data entered into the case management system.

• Maintains an up to date record keeping system that supports adherence to standards as required by program funding sources and SER

• Ensures program goals and objectives are met as specified by funding sources and SER.

• Reports to Co-Directors on program progress and matters of concern; implements corrective plans of action

• Assumes the lead role in program planning, development, and implementation of assigned programs.

• Participates in the coordination and preparation of proposals for grant funding.

• Participates and coordinates with other SER youth and adult programs to ensure consistency

• Administers and monitors budgets of assigned SER programs. Oversees preparation and submission of reports and documentation, as funding sources and SER require.

• Establishes and cultivates business relationships with funding partners, community agencies, corporations, educational institutions, and other groups to promote and gather support for SER programs and strategically plans for future expansions.

• Seeks funding to support existing programs and establish new ones and works with Co-Directors on strategic planning for the growth of programs and organization

• Assumes other duties as assigned


REQUIRED QUALIFICATIONS

• Minimum 5 years working with workforce programs; which focus on employment, disenfranchised youth, education, work-based learning, career planning, or preparation

• Graduation from an accredited university /college with major course work in social work, education, or related field/ or relevant experience

• Personal transportation and willingness to travel

• Excellent communication skills; written and oral, along with excellent organizational skills

• Proficient in computer applications; including excel

• Willingness to work flexible hours

• Prior supervisory experience


DESIRED QUALIFICATIONS:

• Master’s degree from an accredited four-year college or university with major course work in social work, education, or related field required.

• Experience in grant writing and preparation of proposals for government funding sources

• Knowledge of youth programs dealing with youth with juvenile backgrounds, gang affiliations

• Knowledge of community resources; case management principles, objectives, standards, methods; and program policies and procedures.

Bilingual/bicultural (Spanish) preferred.
