Business Development & Federal Projects Manager

Location: Perry, GA (Travel Required)

About the Role

We are seeking an experienced Business Development & Federal Projects Manager to drive growth within the federal construction market. This individual will be responsible for identifying, pursuing, and securing federal construction opportunities while building long-term relationships with government agencies, contracting officials, and industry partners.

The ideal candidate has a proven track record of winning federal construction work, developing capture strategies, negotiating teaming agreements, and managing opportunities from identification through contract award.


Key ResponsibilitiesFederal Business Development
  • Identify, qualify, and pursue federal construction opportunities aligned with company growth objectives.
  • Develop and execute strategic business development plans targeting agencies such as NAVFAC, USACE, Air Force, DHS, GSA, VA, and other federal clients.
  • Build and maintain a pipeline of qualified opportunities across multiple contract vehicles.
  • Monitor agency forecasts, procurement notices, and market trends to identify upcoming opportunities.
  • Develop customer engagement strategies that position the company for future contract awards.
Government & Industry Relationship Management
  • Establish and maintain relationships with contracting officers, program managers, facility managers, engineers, and other government stakeholders.
  • Represent the company during industry events, agency meetings, and pre-solicitation engagements.
  • Support discussions related to acquisition strategies, project requirements, and procurement schedules.
  • Develop relationships with prime contractors, subcontractors, architects, engineers, and strategic teaming partners.
Capture & Proposal Support
  • Lead capture efforts from opportunity identification through contract award.
  • Participate in go/no-go decisions, win strategy development, and competitor analysis.
  • Coordinate with estimating, operations, and executive leadership to develop winning solutions.
  • Support proposal development, customer presentations, interviews, and oral presentations.
  • Ensure opportunities align with company capabilities and strategic objectives.
Pipeline Management
  • Maintain accurate opportunity data and customer intelligence within the CRM.
  • Track pipeline value, forecasted revenue, win probability, and capture status.
  • Provide regular reports and market intelligence updates to executive leadership.
  • Support long-term strategic growth planning initiatives.

QualificationsRequired
  • Bachelor's degree in Business, Construction Management, Engineering, Marketing, or related field, or equivalent experience.
  • 7+ years of experience in federal construction business development, capture management, or project acquisition.
  • Demonstrated success securing federal construction contracts.
  • Strong understanding of FAR, federal procurement processes, and government acquisition procedures.
  • Experience working directly with contracting officers, program managers, and federal stakeholders.
  • Excellent communication, negotiation, presentation, and relationship-building skills.
  • Ability to travel as needed.
Preferred
  • Existing relationships within USACE, NAVFAC, Air Force, VA, DHS, GSA, or other federal agencies.
  • Experience with IDIQ, MATOC, SATOC, SABER, and Design-Build contracting environments.
  • Knowledge of federal small business programs and socioeconomic contracting initiatives.
  • Experience developing teaming agreements and strategic partnerships.
  • Proven contribution to significant contract awards and revenue growth.
