Position: Operations Coordinator

Department/Location: Emergency Disaster Services; Divisional Headquarters 701 N. Broad Street, Philadelphia

Availability of Position: Immediate

Schedule: 40+ hours; Full-Time; evenings and weekends as needed.

Reporting Relationship: Divisional Disaster Services Director

Salary and Grade: $55,000; 11 (Exempt)

Position Overview: The Emergency Disaster Services Operations Coordinator (EDSOC) assists with the daily operations of the Emergency Disaster Services (EDS) program throughout the Division. Responsibilities include, but are not limited to, providing operational support for divisional preparedness, response, recovery, and mitigation activities; supporting preparedness training initiatives, including serving as a certified co-trainer for approved courses; overseeing on-call staff operations; assisting with the management of canteen supply inventory levels; maintaining departmental social media communications; and serving as a liaison with local, state, and federal governmental agencies, as well as non-governmental partner organizations, as directed by the EDS Director.

Responsibilities

Description of Position:

Divisional Responsibilities

  • Serve as the primary instructor for National Disaster Training Program courses.
  • Coordinate the divisional training schedule with the Director, including registration and required documentation.
  • Support the Director with divisional program development and implementation of response guidance and planning updates.
  • Assist with rollout and maintenance of divisional response plans and operational guidance.
  • Attend divisional and regional meetings, including internal, state, and external partner engagements.
  • Attend all assigned EDS Committee meetings.
  • Serve as secondary point of contact for territorial and out-of-division operational requirements.
  • Serve as liaison for state CRCC activations or ensure appropriate coverage is assigned.
  • Provide compliance oversight for EDS personnel within the National EDS database.
  • Support monthly statistical reporting (NSS).
  • Manage Divisional volunteer systems, including recruiting, onboarding, orientation, documentation, and maintenance of volunteer records.
  • Maintain Divisional volunteer roster, including community service volunteer management.
  • Supervise volunteers and support staff during field operations.
  • Support Corps across Division and Greater Philadelphia Operations (GPO) in volunteer engagement initiatives and community outreach events.
  • Manage EDS social media accounts.
  • Order approved operational/service supplies and remove expired or unusable inventory.
  • Maintain inventory levels to ensure operational readiness at all times.
  • Oversee cleanliness, organization, and upkeep of DHQ shed and office spaces.
  • Assist with issuing EDS credentials, uniforms, and identification materials.
  • Assists with deployment of personnel and equipment for divisional and territorial disaster responses.  
  • Supports disaster needs assessments and field evaluations as directed.  
  • Serves in a command staff role during divisional disaster operations as Primary Operations Chief when assigned. 

Local Responsibilities - Greater Philadelphia Area

  • Responds to emergency incidents and disaster operations, as assigned/required by Greater Philadelphia Operations and the Emergency Director Department.
  • Maintains on-call availability for a minimum of two (2) weeks per month to ensure operational coverage and volunteer supervision for the Greater Philadelphia Area EDS program.
  • Serves on-scene of an emergency disaster as an authorized representative of The Salvation Army, providing operational support and assisting with command-level coordination as required.
  • Serves as secondary point of contact for emergency disaster planning meetings and operational coordination within the Greater Philadelphia Area.
  • Maintain working relationships with partner agencies, including FOP, PPD, PFD, and 2nd Alarmers.  
  • Supports planning and execution of city events and special operations in coordination with Greater Philadelphia Operations, Corps, partner agencies, and city departments.
  • In conjunction with Greater Philadelphia Operations, coordinates volunteers and manages assets and equipment for city-wide special events, emergency disaster activations, and special operations.
  • Serves as emergency disaster liaison for community partners and city-based initiatives.
  • Collects, documents, and reports operational statistics and activity data during assigned on-call periods.

 General Responsibilities

  • Provides operational support during designated holidays, special events, and extended operational periods as required.
  • Deploys to national or regional emergencies in support of disaster response operations when requested.
  • Maintains cleanliness, organization, and operational readiness of all EDS facilities, storage areas, and support locations.
  • Provides administrative, logistical, and operational support to EDS leadership as assigned.
  • Participates in required meetings, training sessions, exercises, and planning activities.
  • Completes and maintains required administrative documentation, including inventory logs, maintenance records, fleet reports, operational databases, and activity documentation.
  • Adheres to all organizational policies, procedures, safety requirements, and operational protocols.
  • Wear appropriate uniform and identification in accordance with agency standards while performing assigned duties.
  • Performs routine maintenance duties, including cleaning, fueling, and inspection of equipment and vehicles.
  • Performs all other duties as assigned to support Emergency Disaster Services operations.

Qualifications

Requirements:  

  • Minimum High School diploma or equivalent required. Bachelor's degree or 5 years of emergency management experience, preferred.
  • Valid Driver's License, as well as qualify for The Salvation Army's insurance.
  • Must have the ability to drive large vehicles and tow trailers if asked.
  • Training in Emergency Management (FEMA, SA or other courses as identified by EDS Director)
  • Pennsylvania's Child Protective Services Law requires that all prospective employees complete the following clearance and background checks: PA Child Abuse History Clearance, PA State Police Criminal Record Check, and PA DHS Criminal Record/Fingerprint Check. In addition, completion of a Pennsylvania approved Child Abuse Recognition and Reporting Training is necessary prior to employment.
