Job description

POSITION SUMMARY

Laguna Healthcare Corporation, a tribally chartered nonprofit healthcare organization serving the Pueblo of Laguna in Laguna, New Mexico, is seeking a Chief Executive Officer (CEO) to lead the organization through its next phase of growth and help shape its long-term strategic direction. The organization provides comprehensive primary care, behavioral health, pharmacy, rehabilitation, and preventive health services to the community it serves.

Position Summary


The Chief Executive Officer will work closely with Board of Directors to deliver quality healthcare services while executing its long-term strategic plan. The CEO will assist the Board of Directors in setting the future path of the organization. This position is responsible for the day-to-day operations of the Corporation, including oversight of a School Based Health Center, Community Health Clinic, financial management, and programming and community engagement. This position is also tasked with expanding LHC's services to include a dental clinic and other specialty services such as Obstetrics/Gynecology, Maternal Health, Audiology, Podiatry, Nephrology and Pediatrics.

KEY RESPONSIBILITIES

  1. Develop and implement the strategic plan and vision set by the Board.
  2. Prepare activity reports, and work with the Chief Financial Officer (CFO) to prepare financial reports for the monthly meetings of the Board of Directors.
  3. Assist with interpretation of Federal, State, Tribal and local rules and regulations.
  4. Determine personnel requirements and ensures that properly qualified individuals occupy each position.
  5. Ensure the development of HR programs for the successful recruitment, placement and development of qualified personnel.
  6. Reviews and gives performance evaluations, makes salary recommendations, and resolves personnel problems beyond the responsibility of supervisory staff.
  7. Prepares required grant applications and budgets to ensure sound financial management and an optimum efficiency of operations.
  8. Maintains diligent monitoring of all financial activity through the use of a system of responsible accounting, including budget and internal controls, and an annual independent audit.
  9. Ensures that problems and exceptions noted in the annual audit are thoroughly analyzed and that correcting solutions are implemented.
  10. Develops RFPs for Operational and Clinical delivery systems and other professional services.
  11. Develops information necessary to apply, negotiate and enter into other funding agreements such as Federal, State and County grants, and non-profit funding sources.
  12. Oversees contractors and/or consultants to ensure timely completion of any and all contract activities including budgets and related deliverables.
  13. Maintains prescribed security controls to protect the Corporation against criminal and fraudulent acts and unnecessary risk or exposure.
  14. Participates in any required training for all staff and Board members.
  15. Is present when the Board of Directors provides reports, presentations, and updates to the Governor and/or Council of the Pueblo of Laguna.
  16. Participates, or is represented, in community, State and national associations and professional activities which define the delivery of health care services and aid in both short and long range planning of health services and facilities.
  17. Provides a public relations/community engagement program.
  18. Pursues a continuing program of formal and informal education in health care, administration, and management areas to maintain, strengthen and broaden his/her concepts, philosophy, and ability as a health care administrator.


QUALIFICATIONS

Education/Certification

  1. Bachelor Degree in Public/Business Administration, Healthcare Administration or related field from an accredited college or university required.
  2. Master Degree in related field preferred.
  3. American College Executive Healthcare preferred.


WORK EXPERIENCE

  1. Minimum Five (5) years of senior-level leadership experience. Experience in an Indian Health Service or Tribal Clinic healthcare setting is strongly preferred.
  2. Must possess good interpersonal, communication, and organizational skills.
  3. Strong analytical and problem-solving skills.
  4. Native American preference.

  9. Demonstrated ability to work with automated systems, including MS Office products such as Word, Excel, PowerPoint, Outlook, and other software and applications needed to advance LHC's objectives Ability to travel for training and collaborate with other organizations and agencies
  10. Extensive knowledge of grants management and tribal government operations.
  11. Working knowledge financial management, compliance and quality programs, revenue cycle management/3rd party revenues, budget preparation and fiscal management.
  12. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  13. Knowledge of organization structure, workflow, and operating procedures within a fast-paced medical delivery system.
  14. Must have strong interpersonal and communication skills, including the ability to communicate effectively, orally and in writing, through concise reports, memoranda, directives, emails and letters. Must possess and demonstrate good writing, spelling, proofing, grammar and punctuation skills.
  15. Must have ability to read, analyze, and interpret complex documents. Ability to respond effectively and in a timely manner to the most sensitive inquiries or complaints.
  16. Ability to supervise and develop employees, to include organizing, prioritizing, and scheduling work assignments.
  17. Ability to foster a cooperative work environment.
