Job description

The Training Specialist develops and delivers engaging learning experiences that strengthen the skills and capabilities of staff across DEQ. This role will design training programs for both technical and professional development needs, collaborate with subject matter experts, and create structured learning paths that support employee growth. This position blends curriculum design, facilitation, project management, and change management to help ensure staff have the knowledge and tools needed to succeed in their roles.

Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

  • Demonstrated knowledge of adult learning principles, training design, training delivery, and evaluation methodologies.
  • Proven ability to think strategically and critically to solve problems and develop innovative training solutions.
  • Demonstrated ability to support continuous improvement efforts and apply change management principles.
  • Excellent communication, presentation, facilitation, and interpersonal skills, with the ability to adjust communication style for diverse audiences.
  • Proficient project management skills, including the ability to manage multiple projects from inception through implementation and followup.
  • Ability to work independently and collaboratively within cross-functional teams.
  • Demonstrated flexibility and ability to adapt to changing priorities and organizational needs.
  • Experience using online course development or learning authoring tools.
  • Skilled in the use of Microsoft Office 365.ย 
  • Skilled in using virtual meeting applications including Microsoft Teams, GoTo Webinar, or similar technologies.ย 
  • Familiarity with learning management systems (LMS).
  • Combination of education and/or experience in Training, Organizational Development, Management, Communications, Human Resources, Business, Education, or Information Technology.ย

This position is primarily responsible for:

  • Leading the design and development of structured training curricula for highly technical and regulatorily complex roles.
  • Applying adult learning principles to create effective and engaging learning experiences and evaluation methodologies to measure growth and identify knowledge gaps.
  • Designing, developing, and delivering professional development training using blended learning methods, including online, virtual, and in person formats.
  • Managing multiple training and development projects from planning through implementation and evaluation, ensuring all deliverables meet agency needs and deadlines.
  • Facilitating groups and collaborating with internal and external subject matter experts to plan, develop, and implement impactful training programs and organizational development initiatives.
  • Applying change management principles to support the successful rollout and adoption of new processes, programs, and learning initiatives.
