Description

The Program Manager is responsible for overall contract leadership, personnel management, quality assurance, customer satisfaction, deliverable oversight, and performance of acquisition support services for CDC. The Program Manager will coordinate contractor staff supporting pre-award, solicitation, evaluation, award, post-award, reporting, and procurement file activities while ensuring work products are timely, accurate, complete, and compliant with FAR, HHSAR, and CDC acquisition policies.

Essential Duties and Responsibilities
  • Provide overall management, supervision, and coordination of contractor personnel assigned to CDC acquisition support work.
  • Serve as the primary operational interface with the Contracting Officer, COR, and CDC stakeholders for routine contract performance matters.
  • Assign, monitor, and balance workload across acquisition support staff to maintain workflow efficiency and responsiveness.
  • Oversee quality assurance reviews for procurement documents, files, reports, award packages, modifications, de-obligations, and related acquisition work products.
  • Ensure timely completion of reports, bi-weekly update meetings, weekly status reports, monthly progress reports, and procurement file deliverables.
  • Identify performance concerns, staffing gaps, acquisition bottlenecks, customer concerns, and compliance risks; develop corrective action plans when needed.
  • Maintain staffing continuity and ensure staffing lapses are minimized in accordance with the performance standards.
  • Coordinate onboarding, training status, ICE training, information security, privacy, records management, NDA completion, and access-related requirements.
  • Support management of subcontractors or Contractor Team Arrangement participants, if applicable.
  • Ensure contractor personnel maintain professional conduct, protect procurement-sensitive information, and properly identify themselves as contractor employees.
Required Qualifications
  • Bachelor's degree required.
  • At least seven (7) years of experience in program management, contracting, acquisition planning, or a combination of the three.
  • Current or previous FAC-C certification for a minimum of five (5) years, or civilian equivalent.
  • Demonstrated ability to manage acquisition support personnel and oversee delivery of high-quality procurement work products.
  • Knowledge of the federal acquisition lifecycle, FAR, HHSAR, contract file documentation, acquisition planning, solicitation, evaluation support, award, post-award, and contract administration activities.
  • Strong written and verbal communication skills, analytical ability, customer-service orientation, and responsiveness to Government concerns.
Preferred Qualifications
  • Previous CDC Integrated Contract Expert (ICE) experience.
  • Experience supporting HHS, CDC, OAS, or comparable federal civilian acquisition organizations.
  • Experience managing remote acquisition support teams and uneven workload distribution across fiscal year procurement cycles.
  • Experience preparing or overseeing monthly progress reports, PALT/action status reporting, and procurement file completion tracking.
  • Experience managing source-selection-sensitive or procurement-sensitive information under NDA requirements.
