Summary
This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis.
The primary purpose of this position is to be engaged in activities related to the functional disciplines within Collection Management, to include engaging with I&A Mission Centers, Divisions, and Collection Requirements Managers to assess, develop, and monitor collection plans designed
to address continuing or emerging intelligence gaps.
Non-BU: This is a non-bargaining unit position.

Duties
Help
As a Intelligence Operations Specialist (Human Intelligence Program Manager), GS-0132-9/11/12/13, your typical work assignments may include:

• Manages the DHS Intelligence Information Report (IIR) policy framework and ensures timely, accurate, and compliant HUMINT reporting.
• Standardizes processes, formatting, content, quality control, review, and oversight procedures concerning IIR reporting across DHS.
• Ensures IIRs meet community and DHS-internal standards, protect sensitive information, and comply with legal, oversight, and policy requirements.
• Oversees the DHS Field Reporter Number (FRN) program to ensure accurate identification and accountability of reports officers.
• Manages policy, processes, and procedures for assigning, maintaining, and auditing FRNs across DHS.
• Administers the DHS Certified Release Authority (CRA) program to ensure that only qualified personnel review and release IIRs for dissemination.
• Monitors CRA performance and compliance with Intelligence Community review and release requirements, classification rules, dissemination procedures, and all other applicable oversight and policy standards.
• Manages DHS Enterprise-wide deconfliction of sources of information, to prevent conflicts and duplication of reporting and to support safe, coordinated HUMINT operations across the Department.
• Serves as a central coordination and adjudication point for deconfliction issues raised by DHS components, ensuring protection of operational security, sources, and mission integrity.
• Maintains authoritative records and supports reporting, compliance checks, and inspections of all portfolios.
• Resolves issues and discrepancies concerning HUMINT programmatic, policy, or procedure concern across all DHS components.
• Performs other duties as assigned

Qualifications
GS-09 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must possess the specialized experience equivalent to the next lower grade level in federal service (GS-7) or public or private sector equivalent. Specialized experience is defined as:

• Functional knowledge of HUMINT collection, including associated functions, processes, principles, methods, and procedures.
• Knowledge of DHS missions and authorities.
• Knowledge of the national Intelligence Community (IC) and associated operations, missions/functions, and inter-relationships.
• Knowledge of Department of Homeland Security component missions, functions, and authorities.
• Functional experience with HUMINT systems, programs, and policies; familiarity with standards, directives, and oversight considerations that govern or may impact them.
• Functional experience in the review and/or release of reporting, and applicable IC standards.
• Familiarity with the administrative requirements underpinning the authoring and release of Intelligence Information Reports.
• Experience maintaining formal records or responding to audit/compliance reviews.
• Experience in making formal presentations that reflect agency needs and equities. Demonstrated interpersonal skills necessary to develop and/or maintain effective working relationships with both internal and external customers.
• Demonstrated ability to substantively contribute to organizational outreach and engagement, including providing timely response to supervisory requests for information, coordination of deliverables, outreach for partner support and participation.
• Demonstrated ability to identify pertinent facts, developments, or implications concerning intelligence issues and communicating findings for supervisory consideration.

You may substitute education for experience at this grade level by possessing one of following:

• • Master's or equivalent graduate degree
  • Two (2) full years of progressively higher-level graduate education leading to such a degree
  • LL.B. or J.D., if related.

You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 18 graduate level credits).
NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level.
GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must possess the specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. Specialized experience is defined as:

• • Advanced knowledge of HUMINT collection, including associated functions, processes, principles, methods, procedures, and their application to DHS missions and authorities.
  • Advanced knowledge of the national Intelligence Community (IC) and associated operations, missions/functions, and inter-relationships.
  • Knowledge of Department of Homeland Security component missions, functions, and authorities.
  • Demonstrated ability to execute functions concerning HUMINT systems, programs, and policies with appropriate oversight; demonstrated understanding of associated
    standards, directives, and oversight requirements.
  • Advanced ability in facilitating the timely release of reporting in adherence to internal and IC standards.
  • Knowledge of the administrative requirements underpinning the authoring and release of Intelligence Information Reports and demonstrated ability to maintain and audit
    associated records.
  • Advanced experience in making formal presentations and representing agency needs and equities. Customer service and interpersonal skills to develop and/or maintain
    effective working relationships with both internal and external customers.
  • Skill in participating in working groups, including contributing to the formulation of goals and agendas, providing substantive input to lines of effort, and identifying critical developments and issues for further action or supervisory consideration.

To qualify for the GS-12 level, you must possess the specialized experience equivalent to the GS-11 grade level. For this position, specialized experience is defined as:

• Vast knowledge of HUMINT collection, including associated functions, processes, principles, methods, procedures, and their application to DHS missions and authorities.
• Vast knowledge of the national Intelligence Community (IC) and associated operations, missions/functions, and inter-relationships.
• Advanced knowledge of Department of Homeland Security component missions, functions, and authorities.
• Vast ability to manage HUMINT systems, programs, and policies, including adherence to standards, directives, and oversight requirements.
• Vast ability in facilitating the timely release of reporting in adherence to internal and IC standards.
• Advanced knowledge of the administrative requirements underpinning the authoring and release of Intelligence Information Reports and demonstrated ability to maintain and audit associated records.
• Vast experience in making formal presentations and representing agency needs and equities. Strong customer service and interpersonal skills to develop and/or maintain effective working relationships with both internal and external customers.
• Demonstrated ability to understand and communicate complex intelligence issues to formulate and present briefings to senior personnel.

SPECIALIZED EXPERIENCE GS-13
To qualify for the GS-13 level, you must possess the specialized experience equivalent to the GS-12 grade level. For this position, specialized experience is defined as:

• Expert knowledge of HUMINT collection, including associated functions, processes, principles, methods, procedures, and their application to DHS missions and authorities.
• Expert knowledge of the national Intelligence Community (IC) and associated operations, missions/functions, and inter-relationships.
• Vast knowledge of Department of Homeland Security component missions, functions, and authorities.
• Expert ability to manage HUMINT systems, programs, and policies, including adherence to standards, directives, and oversight requirements.
• Expert ability in facilitating the timely release of reporting in adherence to internal and IC standards.
• Vast knowledge of the administrative requirements underpinning the authoring and release of Intelligence Information Reports and demonstrated ability to maintain and audit associated records.
• Expert in making formal presentations and representing agency needs and equities. Strong customer service and interpersonal skills to develop and/or maintain effective working relationships with both internal and external customers.
• Skill in managing working groups including identifying goals, creating agendas, achieving consensus, and documenting issues.

Substitution of education in lieu of specialized experience may not be used for this grade level.
