Job description

This position will provide security services for Chugach buildings, laydown yards, substations, and power plants, in compliance with all applicable regulatory requirements and laws. Additionally, this position will support the implementation of Chugach’s DDD+R strategy (deter, detect, delay and respond) and contribute to the development, maintenance, and enforcement of security policies, standards, and compliance procedures. This position will also assist with overseeing contracted security, responding to campus alarms, managing access control changes, and coordinating with local law enforcement to keep Chugach assets secure.

Essential Functions
  • Develop and manage security projects pertaining to cameras, fencing, lighting, perimeter intrusion devices and access control, ensuring completion within schedule, budget and scope.
  • Monitor security systems and respond to incidents or safety issues in accordance with established procedures, ensuring prompt notification to management.
  • Assist with the planning, procurement, deployment and maintenance of physical security infrastructure.
  • Conduct exterior and interior facility vulnerability assessments and recommend security fortifications and procedures.
  • Investigate security breaches to identify root causes, track incidents, prepare reports, and develop mitigation recommendations.
  • Create and conduct training drills regarding emergency management action plans, disturbances, workplace violence, crime and security awareness.
  • Review system alarms and collect additional information where required to determine course of action.
  • Assist with the oversight of contract security officers, monitoring patrols and logs of activities and incidents.
  • Review officer shift reports, identify security and safety concerns, and determine course of action.
  • Assist in coordinating emergency response for medical, fire, or other incidents.
  • Assist in scheduling security officers for special events.
  • Create, modify, and remove access permissions for personnel, contractors, and vendors.
  • Perform callouts for emergency situations.
  • Coordinate, organize and track inventory of security related equipment
  • Other duties as assigned.

  • Knowledge of physical security standards and practices involving critical infrastructure protection (CIP), security auditing, vulnerability assessments, and security best practices.
  • Ability to plan and manage large, complex, diverse, and strategic multi-discipline projects.
  • Demonstrated ability to manage customer and vendor relationships, build consensus, and resolve conflicts in challenging environments.
  • Demonstrated discretion, judgement, and problem-solving skills in addressing complex and non-standard situations.
  • Effective verbal and written communication skills.
  • Current knowledge of laws pertaining to security, including trespass, destruction of property and use of force.
  • Proven ability to uphold ethical standards and professional conduct.
Supervisory Responsibility

This position does not have any supervisory responsibility. May participate in oversight for contract security officers under the direction of the Manager of Security Services.

Work is performed in a standard office environment. Travel to facilities and plant sites within the state is required. Some overnight stays at remote plant locations may be required. Ability to fly on chartered and scheduled aircraft. May be exposed to extreme noise and heat. Attendance at meetings or conferences outside of the state may be required. This position has on-call responsibilities on a rotating basis.

Education
  • Bachelor’s degree in business administration, security, logistics or related discipline, required.
Experience
  • Three (3) years of progressively responsible experience in security, law enforcement or related field, required.
Substitution
  • Additional education in security, incident command or related discipline may be substituted for the experience requirement, on a year for year basis.
  • Additional professional experience (above the 3-year minimum) in a similarly complex role or related field may be substituted for the required education on a year for year basis.
