About the job

As a Technical Program Manager-Offshore team, you'll be responsible for partnering internally and externally to provide valuable communication for and delivery of our critical business programs by ensuring your team is supporting key company initiatives while meeting deadlines and deliverables on time and within budget.


What you'll do:

Schedule & Availability

  • Work a structured shift of 6:00 AM โ€“ 3:00 PM (including a one-hour lunch) to ensure meaningful overlap with both offshore and U.S.-based teams.
  • Travel periodically to the offshore team's location to strengthen relationships and maintain operational alignment; travel frequency will be defined as the role evolves, with an estimated cadence of quarterly.

Cross-Team Coordination & Communication

  • Serve as the primary bridge between U.S.-based stakeholders and the offshore team, ensuring information flows clearly and promptly in both directions โ€” leading through influence and collaboration rather than direct authority.
  • Translate business requirements into clear, actionable technical specifications that reduce ambiguity and set teams up for success.
  • Establish efficient communication rhythms using asynchronous tools (e.g., Slack, Loom) alongside scheduled meetings to maximize productivity across time zones.
  • Facilitate all team meetings, manage deadlines, and coordinate deliverables between offshore and onshore teams.

Program & Delivery Management

  • Directly support internal and/or external stakeholders to define, align, execute, and deliver on critical business programs โ€” enabling teams to deliver value to consumers with speed, quality, and efficiency.
  • Partner closely with stakeholders, architects, development leads, and UX designers to define requirements, evaluate technology options, and participate in proof-of-concept initiatives.
  • Maintain a dynamic team backlog that balances key company initiatives, product innovation, customer satisfaction, and technology advancement.
  • Facilitate all planning, execution, and delivery activities with a high level of integrity, accountability, and adaptability โ€” including the ability to iterate and change course when needed.

Risk Management & Escalation

  • Proactively identify bottlenecks, assess risks, and manage escalations by working cross-functionally to balance business needs with technical constraints.
  • Provide leadership with clear, timely visibility into the progress, risks, and dependencies of ongoing and upcoming projects.

Quality & Performance

  • Establish and enforce quality standards including a "Definition of Done," coding conventions, and testing policies to ensure all deliverables meet expectations.
  • Conduct regular demos and reviews to validate work against requirements and maintain a consistent quality bar.
  • Monitor, analyze, and report on the following KPIs to your manager on a regular cadence.

- Delivery & Schedule: On-time delivery rate, sprint velocity, and milestone completion rate.

- Quality: Defect density, rework rate, and test coverage percentage.

- Team Performance: Team utilization, throughput, and productivity trends across the offshore team.

- Stakeholder Satisfaction: Stakeholder feedback scores, escalation frequency, and resolution time.

  • Use KPI insights to identify risks early, drive continuous improvement, and recommend corrective actions when performance trends in the wrong direction.

Culture & Team Development

  • Build trust and psychological safety within a distributed team by promoting cultural awareness and inclusive communication practices.
  • Organize virtual team-building activities and foster a unified, engaged team culture across geographic boundaries.
Requirements:
  • Bachelorโ€™s degree, preferably in information services, information technology, computer science, business, communication, or related area.
  • 5+ years of proven experience working with offshore teams.
  • 5+ years of experience in a similar role within the Software Development Lifecycle.
  • Proven track record of delivering high quality, high impact business solutions served by high performance technology teams with discipline in execution and culture of teamwork.
  • Solid interpersonal verbal and written communication skills to convey crisp and concise goals, requirements, plans, progress, and performance.
  • Ability to simplify complex ideas and problems.
  • Solid experience in iterative development processes with an adaptive, continuous improvement mindset to meet the goals of the business, the team, and the challenge at hand.
  • Good collaboration and leadership skills with an ability to provide great ideas and facilitate a win-win approach to problem solving towards the optimal solution.
  • Solid experience with the Atlassian suite of products (Jira, Confluence, etc.), Monday.com
  • Solid presentation experience to peer and management audiences.
  • Self-starter, ownership attitudes and ability to work with little supervision with a bias for action.
