Job Overview:
We are seeking a Solution Lead with deep SNAP eligibility system experience and strong integration expertise to support a large-scale eligibility modernization initiative. This role will serve as the on-site coordinator between State stakeholders, project leadership, and offshore development teams responsible for designing, developing, and maintaining interfaces and data exchanges supporting SNAP program operations.
The ideal candidate possesses a strong understanding of SNAP eligibility processes, system integrations, and Java-based interface development. The role will focus on requirements clarification, solution oversight, quality review, and coordination of offshore development activities while maintaining the ability to contribute technically when needed.
Responsibilities:
  • Serve as the primary on-site lead for SNAP-related interfaces, integrations, and data exchange activities
  • Coordinate requirements and technical discussions between State stakeholders and offshore development teams
  • Review and validate technical designs, interface specifications, and development deliverables
  • Support the design and implementation of Java-based interfaces and data exchange processes
  • Analyze inbound and outbound data exchanges supporting eligibility determination, benefit issuance, and external system integrations
  • Assist with troubleshooting interface issues, data discrepancies, and production support activities
  • Participate in requirements workshops, design sessions, testing efforts, and defect resolution activities
  • Ensure integration solutions align with business requirements, technical standards, and operational needs
  • Utilize AI-assisted development tools, including Microsoft Copilot, to improve development productivity, documentation, and solution quality
  • Provide ongoing guidance to offshore development resources throughout the project lifecycle

Required Qualifications:
  • 5+ years of overall experience; should have experience supporting SNAP eligibility systems, Integrated Eligibility systems, or public sector eligibility modernization initiatives
  • Strong understanding of SNAP eligibility operations, benefit issuance processes, and related business workflows
  • Experience designing, developing, or supporting system interfaces and data exchanges
  • Strong Java development or Java integration experience
  • Experience with API integrations, file-based interfaces, batch processing, and data exchange mechanisms
  • Experience reviewing and guiding technical work performed by development teams
  • Experienced working with offshore delivery teams
  • Strong communication, coordination, and stakeholder management skills

Preferred Qualifications:
  • Experience with eligibility-related batch processing and benefit issuance workflows
  • Experience with cloud-based integration architectures
  • Experience using Microsoft Copilot or other AI-assisted development tools
  • Prior consulting experience supporting government clients
