Role Overview:
A state transportation agency is seeking an experienced Esri ArcGIS Developer to configure and develop custom ArcGIS Enterprise applications, GIS web services, and enterprise solutions. The role sits within an Enterprise GIS Team and involves integration with .NET applications, Oracle/SQL Server databases, and enterprise reporting tools (OBIEE, Power BI). The candidate will follow internal SDLC standards and collaborate with architects, developers, and business stakeholders.

Key Responsibilities:

  • Design and develop customized web applications, web services, mobile, and enterprise GIS solutions

  • Design and develop geoprocessing and GIS web editing/mapping applications

  • Conduct performance, unit, system, integration, and QA testing of applications

  • Maintain, upgrade, and migrate existing applications/services to current architecture

  • Implement system/data security controls and document GIS solutions

  • Automate data processing via ETL scripts

  • Provide technical guidance and mentor GIS staff

  • Collaborate with IT project teams; estimate work effort and deliver on schedule

Required Skills & Experience:

  • 4+ years of programming/application development experience

  • 4+ years PL/SQL, SQL

  • 4+ years Python scripting or ArcPy

  • 3+ years Esri ArcGIS Server services and GeoProcessing services development

  • 3+ years ArcGIS Online, ArcGIS Enterprise Server (Portal for Organizations), or Hub/Community Administration

  • 3+ years Esri Web/Experience Builder, Arcade

  • 2+ years Desktop GIS (ArcGIS Pro, ArcMap)

  • Experience with ArcGIS Apps (Field Maps, Navigator, Survey123, Operations Dashboard)

  • Proficiency in HTML5, CSS3, JavaScript (ES6+), Git, Angular or React

  • Knowledge of geospatial concepts: spatial analysis, map projections

  • Knowledge of IT security concepts within Esri technology

  • Bachelor's degree in Geography, GIS, Computer Science, or related field

  • Strong communication, collaboration, and problem-solving skills

Preferred Skills:

  • Esri JavaScript SDK (widget development capability beyond Experience Builder)

  • Esri GeoEvent Server/Velocity, Roads and Highways, or Image Server

  • Geodatabase Administration in multi-user versioned environments

  • Esri Roads and Highways, dynamic segmentation, linear referencing, transportation data models

  • URISA GISP or Esri Developer/Enterprise Certification

  • SafeSoftware FME experience

  • ArcGIS Pro add-in development

  • Service-oriented and cloud technology implementation patterns

Additional Details:

  • Fixed schedule: 8 hrs/day, Mโ€“F, 40 hrs/week; start window 7:00AMโ€“9:00AM ET
