BACKGROUND CHECK INFORMATION

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

JOB SUMMARY

Manages the development, implementation, and day-to-day administration of the Salt Lake County Bee Inspection and Noxious Weed Control Programs.

This 30 hour a week position oversees two state laws, the Utah Bee inspection and Noxious weed act, ensuring SLCo is in compliance with the statutes including facilitation of the noxious weed board.  The program manager applies for grant funding, implements projects and coordinates with partners and contractors, tracks budgets, invoices & contracts, supervises temporary employees or interns, responds to requests and complaints from residents, and seeks solutions to Salt Lake County's most pressing noxious weed issues.  This position with work with the Open Space and Parks and Recreation team to develop and support noxious weed mitigation and restoration plans on county open space, parks, and natural lands.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Botany, Environmental Science, Horticulture, or other closely related field, plus four (4) years of closely related experience; OR an equivalent combination of related education and experience.

Preference will be given to applicants with prior supervisory experience.

Must be able to obtain a Utah Pesticide Applicator's license within six (6) months of hire.

A valid Driver's License accepted by the State of Utah is required at the time of hire. A valid Driver's License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

ESSENTIAL FUNCTIONS

• Manages the Bee Inspection and Noxious Weed Control programs including long-term and short-range plans, goals, objectives, activities, policies, and procedures.
• Oversees contracts and ensures policies and procedures are followed in accordance with the Utah Noxious Weed Law and the Utah Bee Inspection Act.
• Supervises staff, including hiring, orienting, training, assigning, and reviewing work performance, annual work performance appraisals, and discipline.
• Develops and administers program budgets, contracts, grant applications, and proposals.
• Serves as technical expert and consultant in noxious weed and bee issues by providing information, presentations, trainings, best management practices, and data to community stakeholders, County employees and departments, schools, and the public.
• Facilitates the Noxious Weed Control board meetings by preparing agendas, coordinating meeting materials, and arranging site visits as needed. Trains new board members about statutory requirements, duties, and responsibilities.
• Oversees the creation, design, organization, publication, and provision of noxious weed and bee educational curriculum, outreach activities, and programs.
• Prepares and ensures all noxious weed and bee program reports, narratives, and statistical information are accurate, complete, and submitted to agencies in a timely manner.
• Researches trends and best management practices in noxious weed and bee programs and ensures County information is accurate and available online for public information.
• Oversees the preparation, development, and implementation of tracking system(s) to identify and evaluate emerging noxious weed and bee issues.
• Monitors noxious weed populations and biocontrol releases, recording changes to environmental health, contacting landowners, and making recommendations for best management practices.
• Represents the division and the Noxious Weed and Bee programs by attending and participating in meetings, seminars, training, and other assigned activities and related boards.
• Develops partnerships with federal, state, and local agencies, as well as public and private organizations.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

Knowledge of:

• Science, policy, and trends relating to botany, weed science, entomology, biology, ecology, and landscape architecture
• Federal, state, and local regulations related to plants, noxious weeds, bees, and environmental law
• Plant terminology and identification techniques for native and non-native plant species
• Grant writing and contract administration, including funding source identification
• Budget preparation and management
• Management and personnel principles and practices and effective supervision
• Public relations and public speaking
• Community resources and relationship building
• Evaluation methodologies, including measuring and monitoring plant and apiary populations, collecting and analyzing data, and applying reporting techniques and procedures

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

This position works mostly in the office but is also field based during the growing season and is expected to perform site visits and be able to hike and walk over uneven terrain in various weather conditions.

IMPORTANT INFORMATION REGARDING THIS POSITION

This position is a 0.75 time FTE and works no more than 30 hours a week, typically within a 9:00 am - 5:00 pm window, with some occasional weekend or evening work possible.
