Job Summary:
We are seeking a Technical Project Manager (Key Personnel) to support the USDA FPAC Data Engineering & Data Management program. This role will lead the delivery of enterprise data initiatives, including data warehousing, analytics, business intelligence, and data modernization efforts, while serving as the primary liaison between Government stakeholders and technical delivery teams.
The ideal candidate combines strong project delivery expertise with hands-on understanding of data platforms, analytics ecosystems, Agile execution, and federal governance requirements.
Key Responsibilities:
  • Lead end-to-end execution of data engineering, analytics, business intelligence, and data warehouse initiatives.
  • Define project scope, establish schedules, monitor milestones, and drive successful delivery outcomes.
  • Manage Development, Modernization & Enhancement (DME) and Operations & Maintenance (O&M) workstreams.
  • Coordinate Agile ceremonies including sprint planning, backlog grooming, retrospectives, and status reporting.
  • Act as the primary interface between Government COR/CO stakeholders and contractor technical teams.
  • Monitor project budgets, staffing plans, dependencies, and resource allocation.
  • Identify risks, resolve blockers, and maintain delivery stability across mission-critical environments.
  • Prepare weekly status reports, executive summaries, issue logs, and performance dashboards.
  • Ensure alignment with federal data governance, compliance, and security requirements.

Required Skills & Experience:
  • Bachelorโ€™s degree in information technology, Computer Science, Engineering, Business, or related discipline.
  • 8+ years of Technical Project Management experience supporting enterprise technology programs.
  • U.S. Citizenship required
  • Demonstrated success delivering data warehousing, analytics, business intelligence, or data platform projects.
  • Experience leading cross-functional technical teams including Data Engineers, BI Developers, and Architects.
  • Strong knowledge of Agile/Scrum delivery methodologies.
  • Experience with JIRA, Confluence, or equivalent PM platforms.
  • Familiarity with Federal compliance and governance frameworks including:
  • FISMA
  • FedRAMP
  • NIST
  • Strong executive communication and stakeholder management skills.
  • Experience managing schedules, budgets, and reporting metrics.
.Preferred Qualifications
  • Experience supporting USDA or other Federal Civilian agencies.
  • PMP, PMI-ACP, Scrum Master, or SAFe certifications.
  • Exposure to cloud data ecosystems (AWS, Azure, GCP).
  • Knowledge of ETL, data lake, data governance, and modern BI platforms.
