Senior Level Responsibilities:
- The Senior-Level Acquisition Specialist shall possess demonstrated expertise in federal acquisition and program support. The qualifications specified in this section are mandatory.
- Interpreting and applying Federal acquisition regulations, policies, and procedures, including the Federal Acquisition Regulation (FAR) and HHS Acquisition Regulation (HHSAR)
- Conducting acquisition management reviews, assessments, and analyses at the program or agency level
- Developing procurement request packages and supporting end-to-end acquisition lifecycle activities, including planning, solicitation, award, administration, and closeout
- Monitoring acquisition performance using metrics such as Procurement Administrative Lead Time (PALT) and recommending process improvements
- Providing comprehensive pre-award and post-award acquisition support for a wide range of procurements, including services, supplies, and information technology (IT) requirements
- Preparing and reviewing acquisition documentation, including acquisition strategies, Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), source selection plans, and business case analyses
- Supporting source selection activities, including drafting evaluation documentation and maintaining the integrity of the procurement process
- Providing contract administration support, including invoice review, post-award conference support, contract file documentation, and related correspondence
- Assisting with Freedom of Information Act (FOIA) request responses and ensuring proper handling of procurement-sensitive information
- Utilizing automated acquisition and contract writing systems to track procurement status, funding, milestones, and closeout activities
- Collaborating effectively with Contracting Officers (COs), Contracting Officer's Representatives (CORs), program offices, and cross-functional teams
Senior Level Requirements:
- US Citizen
- Ability to pass a pre-employment background check
- The Senior-Level Acquisition Specialist shall possess a bachelor's degree or higher from an accredited institution. Substitution: In lieu of a bachelor's degree, a minimum of fifteen (15) years of directly relevant federal acquisition experience may be accepted.
- The Senior-Level Acquisition Specialist shall have a minimum of eight (8) years of progressively responsible experience supporting all phases of the Federal acquisition lifecycle. The individual shall demonstrate extensive knowledge and experience in the following areas:
- Experience supporting NIH Office of Acquisition and Logistics Management (OALM), NIH Institutes, Centers, or Offices.
- Experience supporting HHS acquisition organizations.
- Experience with NIH acquisition systems, including PRISM, NBS, IPPS, MERLIN, FPDS-NG (or its successor), and SAM.gov.
- FAC-C (Professional) or equivalent acquisition certification is preferred.
- Demonstrating strong analytical, problem-solving, and organizational skills, including the ability to anticipate issues and recommend proactive solutions
- Communicating effectively, both orally and in writing, with stakeholders at all levels
Mid Level Responsibilities:
- The Mid-Level Acquisition Specialist shall possess demonstrated experience in federal acquisition and program support. The qualifications specified in this section are mandatory.
