**THIS POSITION IS REMOTE, OR HYBRID in Ventura, CA**

JOB SUMMARY:

This position provides leadership and oversight for technical project managers and support staff responsible for the successful delivery of IT projects supporting Department of Defense and U.S. Navy customers. The Technical Program Manager manages multiple software development and technical support efforts while ensuring projects are delivered on time, within scope, and aligned with contract requirements and organizational objectives.

The Technical Program Manager works in coordination with the contract Program Manager to establish project management standards, quality assurance processes, delivery methodologies, and reporting structures that support successful execution across projects. This role oversees project planning, technical estimation, staffing coordination, risk management, customer communication, and process improvement initiatives. This role is expected to thoughtfully use AI tools to improve efficiency, productivity, and work quality in alignment with company policies.

This position provides leadership to assigned project managers and technical personnel, including mentoring, performance management, workload balancing, and operational oversight. The role requires strong organizational, analytical, and communication skills along with the ability to manage multiple priorities in dynamic environments supporting mission-critical systems and software development efforts.

Some of these include, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisors and the contract Program Manager, staying focused on assigned tasks, and completing other tasks as assigned.

RESPONSIBILITIES:

  • Manage software development and technical support projects supporting Department of Defense and U.S. Navy customers
  • Oversee project execution activities to ensure delivery milestones, schedules, and performance objectives are achieved
  • Coordinate with the Program Manager to establish project management standards, methodologies, and quality processes
  • Develop and manage project work plans, schedules, staffing requirements, technical estimates, and deliverables
  • Monitor project risks, dependencies, issues, and mitigation strategies throughout the project lifecycle
  • Support process improvement initiatives and recommend operational efficiencies across programs and projects
  • Track and report project status, metrics, milestones, and resource utilization to leadership and stakeholders
  • Support contract execution activities including reporting, compliance, and customer communications
  • Create and maintain project documentation, communication plans, process workflows, and procedural guidance
  • Facilitate meetings, briefings, and status reviews with customers, leadership, and technical teams
  • Provide direct supervision and leadership to assigned project managers, technical leads, and support personnel
  • Assign tasks, monitor workload distribution, and ensure project activities are completed in accordance with priorities and schedules
  • Mentor, coach, and develop team members to strengthen technical and project management capabilities
  • Support employee performance evaluations, professional development planning, and staffing recommendations
  • Promote collaboration, accountability, and adherence to organizational standards and customer expectations
  • Coordinate onboarding, training, and knowledge-sharing activities for assigned personnel
  • Ensure effective communication and coordination across technical teams, project staff, and program leadership
  • Support software development lifecycle activities within Agile, SAFe, or hybrid project environments
  • Coordinate technical resources to support delivery of high-quality applications and services
  • Analyze operational trends, project performance data, and customer feedback to identify improvement opportunities
  • Support change management initiatives including documentation control, communication planning, and process implementation
  • Develop diagrams, technical reports, process documentation, and executive-level briefings
  • Support proposal development and business growth activities through technical writing, staffing input, and solution planning.
  • Prior experience using AI tools to support work tasks, improve efficiency, streamline processes, and enhance overall productivity.

QUALIFICATIONS:

Basic:

● Education: Bachelor’s degree in Computer Science or a related field.

● Experience: 2–4 years of Government program experience, preferably supporting Department of Defense or Navy customers.

● Desired Skills:

○ Demonstrated experience managing technical projects and cross-functional teams

○ Strong analytical, organizational, and time-management skills

○ Demonstrated leadership and supervisory experience in a technical or project environment

○ Excellent verbal and written communication skills

○ Ability to professionally communicate with executives, customers, and technical teams

○ Demonstrated ability to work collaboratively within team environment.

● Certification: Security+ certification.

● Security Clearance: U.S. Citizenship and the ability to obtain a DoD Secret clearance

● Prior experience using AI tools to support work tasks, improve efficiency, streamline processes, and enhance overall productivity.


Preferred:

● 5+ years of Government program experience, preferably supporting Department of Defense or Navy customers

● Knowledge of federal procurement and contract management practices

● PMP Certification preferred

● Experience preparing technical reports, executive briefings, and customer presentations

● Familiarity with Agile, SAFe, or hybrid software development methodologies

● Experience supporting software development and IT modernization initiatives
