What is a New Grad Technical Program Manager?

A New Grad Technical Program Manager (TPM) is an entry-level professional who helps coordinate, plan, and execute technical projects within an organization, typically right after completing their degree. They work closely with engineering, product, and other cross-functional teams to ensure projects are delivered on time and within scope. While they may not have extensive industry experience, new grad TPMs leverage their academic background and organizational skills to facilitate communication, track project milestones, and resolve any issues that arise. This role is ideal for recent graduates who have strong technical understanding and enjoy project management responsibilities.

Job description

Meta's Technical Program Management (TPM) community drives the execution of complex, cross-functional programs that shape the future of social technology, AI, augmented and virtual reality, and global infrastructure. TPMs at Meta operate at the intersection of technical depth and strategic program leadership, partnering closely with engineering, product, data science, and operations teams to deliver measurable outcomes at scale. As a Staff Technical Program Manager, you will own the end-to-end strategy and execution of large-scale, cross-organizational programs, translating technical complexity into structured plans that drive clarity, alignment, and delivery across multiple engineering pillars. You will serve as a subject matter expert and trusted partner to organizational leaders, proactively shaping technical direction, managing risk, and scaling program management practices across the TPM community.
Technical Program Manager Responsibilities:
  • Define and drive program strategy for large-scale, cross-organizational technical programs, creating structured frameworks and communication formats that bring clarity and efficiency to program teams and leadership
  • Partner with engineering and product organization leaders to influence technical roadmaps, weaving in customer needs, product quality signals, and operational efficiency considerations
  • Conduct deep technical assessments across multiple product areas, evaluate complex system architectures, and provide actionable recommendations that influence technical decisions at the organizational level
  • Establish and maintain detailed risk registers, develop quantitative risk mitigation plans, and build dashboards and reports that communicate program health and risk status to cross-functional stakeholders
  • Drive execution of highly complex programs spanning multiple organizational pillars, tracking deliverables, managing dependencies, and proactively anticipating and resolving blockers across workstreams
  • Craft technically precise and audience-appropriate communications for engineering leads and organizational leadership, enabling effective decision-making by clearly conveying trade-offs, open questions, and relevant context
  • Identify systemic inefficiencies across programs and develop scalable strategies and process improvements that accelerate delivery across the broader program portfolio
  • Build and sustain cross-functional relationships with organizational leaders, proactively resolving conflicts and driving alignment on strategic direction and program commitments
  • Leverage AI tools to redesign program management workflows, automate reporting and tracking processes, and deliver measurable improvements in program execution quality and speed
  • Contribute to the TPM community by mentoring other program managers, supporting hiring and onboarding, and scaling best practices through community events and org-wide forums

Minimum Qualifications:
  • 8+ years of experience in technical program management, software engineering, or systems engineering, with a track record of delivering large-scale, cross-functional technical programs
  • Experience driving program strategy and execution across multiple engineering organizations, including defining program structure, managing complex dependencies, and leading programs through significant ambiguity
  • Experience conducting technical assessments of complex systems and architectures, and influencing technical decisions and roadmaps at an organizational level
  • Experience developing and communicating risk mitigation strategies using quantitative methods, including maintaining risk registers and building stakeholder-facing dashboards or reports
  • Experience crafting structured communications for technical and non-technical audiences, including organizational leaders, with demonstrated ability to convey complex technical trade-offs clearly and concisely

Preferred Qualifications:
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience as a recognized subject matter expert in a specific technical domain (such as AI/ML systems, distributed infrastructure, or consumer hardware), sought out by engineering and product leaders for guidance
  • Experience contributing to TPM community growth through mentorship, hiring, onboarding, or leading community initiatives
  • Experience establishing and scaling program management frameworks, templates, or best practices that have been adopted across multiple teams or organizations
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Demonstrated use of AI tools to redesign program management workflows, automate tracking or reporting, and deliver measurable efficiency or quality improvements
