The Opportunity
Spiniello is seeking an accomplished Senior Project Manager to provide strategic leadership across our Washington, DC operations and oversee the successful delivery of complex underground utility and heavy civil infrastructure projects.
This executive-level position offers the opportunity to lead multiple project teams while driving operational excellence, financial performance, client satisfaction, and regional growth. Working closely with the Project Managers, Project Engineers, Superintendents, and executive leadership, the Senior Project Manager will be responsible for mentoring project teams, developing client relationships, and ensuring projects are delivered safely, on schedule, and within budget.
Reporting directly to the SVP, Preconstruction / Project Management, this individual will oversee multiple high-profile projects while helping shape regional strategy, developing future leaders, and expanding Spiniello's presence throughout the Washington, DC market.

Who This Role Is Designed For
This role is designed for a proven construction executive who excels at leading people, managing complex infrastructure programs, and driving operational performance across multiple projects.
The ideal candidate has extensive experience managing underground utility, trenchless, water, wastewater, and heavy civil construction projects while leading Project Managers, developing client relationships, and contributing to business growth through strategic planning and market development.
Success in this role requires executive leadership, exceptional business acumen, financial expertise, strong communication skills, and the ability to build high-performing teams while maintaining the highest standards of safety, quality, and client service.
Key Responsibilities
Executive Project Leadership
  • Provide executive oversight for multiple underground utility and heavy civil construction projects.
  • Lead project planning, execution, financial performance, scheduling, and operational strategy.
  • Oversee project budgets, cost reporting, forecasting, profitability, and risk management.
  • Provide guidance on change orders, contract negotiations, pricing strategies, and client proposals.
  • Ensure projects are delivered safely, on time, and within budget.

Leadership & Team Development
  • Mentor and develop Project Managers, Project Engineers, and project administration staff.
  • Establish performance expectations and promote accountability across project teams.
  • Assist with recruiting, hiring, onboarding, and professional development of project management personnel.
  • Foster collaboration between operations, estimating, purchasing, fleet, and executive leadership.
  • Promote a culture centered on safety, operational excellence, and continuous improvement.

Client & Regional Growth
  • Build and maintain long-term relationships with clients, municipalities, utility owners, subcontractors, and strategic partners.
  • Participate in business development efforts, industry associations, networking events, and market outreach.
  • Lead RFQ/RFP pursuits while identifying opportunities for regional expansion and strategic partnerships.
  • Evaluate market trends, competition, and future bidding opportunities to support continued growth.
  • Conduct post-project reviews and implement lessons learned to improve future project performance.

Qualifications
Required
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field, or equivalent industry experience.
  • Minimum of 10-15 years of Project Management experience in heavy civil, underground utility, or civil infrastructure construction.
  • Demonstrated experience leading multiple large, complex construction projects simultaneously.
  • Strong expertise in underground utilities, trenchless technologies, water, wastewater, drainage, and deep excavation.
  • Thorough understanding of construction accounting, budgeting, forecasting, contract administration, and financial reporting.
  • Ability to read and interpret construction drawings, specifications, and contract documents.
  • Proven leadership experience mentoring Project Managers and developing high-performing teams.
  • Excellent communication, organizational, negotiation, and decision-making skills.

Preferred
  • Experience working with Federal, State, and local public agencies throughout the Washington, DC region.
  • Working knowledge of Sage Timberline and HCSS.
  • Experience with Design-Build, CMAR, or other alternative project delivery methods.
  • Demonstrated success in business development, strategic planning, and regional market expansion.
