Job description:                  Career Development Manager

 Reports to:                          Director Workforce Development Community Programs

Organizational Overview

The Building Careers Foundation is a 501(c)(3) non-profit organization whose mission is to create a future-ready workforce for the building industry through training, upskilling, and placing individuals into construction or construction related jobs.

BCF trains over 200 individuals each year through a variety of programs with many individuals coming from underserved communities throughout the Greater Sacramento region.

Work Location
The position will alternate between two locations which are currently at 5655 Hillsdale Blvd #8 (SETA office) and 9332 Tech Center Dr #500 in Sacramento (Build Strong Academy). Staff are also required to attend meetings at the North State BIA headquarter office at 1536 Eureka Rd Roseville, CA. Staff may also be required to attend events offsite for job fairs, professional development, networking purposes, and job site tours. These activities are hosted throughout the Greater Sacramento region.


Overview

BCF is seeking career development managers who have a passion for helping individuals in our community find their full potential while also solving the skilled trades shortage that is impacting the building industry. The ideal candidate will be a tech-savvy (digitally literate), data driven, detail-oriented, reliable, multi-tasking, self-starting individual who is a go-getter in recruiting, educating, and assisting individuals with finding a career they can be proud of. Individuals must be able to be present in an office between 8 a.m. – 4 p.m. Monday-Friday. You must also have your own transportation, a valid driver’s license, and proof of insurance.

Primary duties and responsibilities
The career development manager position plays a vital role in recruiting, enrolling, and supporting participants through their individual programs. The position ensures each student’s journey – from recruitment through graduation with post training follow ups – is well-supported through personalized guidance, accurate data management, and strong collaboration with internal teams and partners.


Recruitment & Enrollment

  • Recruit and enroll 32 students every 9 weeks for the Build Strong Academy program and up to 50 individuals per year for Out of School Youth.
  • Contact leads, schedule interviews, conduct interviews, and provide program orientations.
  • Complete enrollment paperwork and ensure all participant records are accurate and up to date.
  • Recruit individuals through job fairs, community events, high schools, and by working with marketing coordinator for social media and flyer needs.

Case Management & Student Support

  • Maintain case files and document touchpoints into appropriate databases to track participant progress and outcomes.
  • Coordinate with community partners to connect students to supportive services (e.g., clothing, tools, transportation, certifications).
  • Provide necessary documentation to students seeking support from government-funded programs.
  • Conduct or assist with retention communication via calls, emails, text messages, and sometimes house calls to track completion and employment success rates on bi-weekly and monthly basis dependent on requirements of various programs.
  • Monitor individuals at their work experience and unsubsidized employment locations collecting timesheets and evaluation where appropriate. Deliver paychecks as needed.
  • Administer math and reading assessments (CASAS) and tutor as appropriate.
  • Participate in floor duty at the Hillsdale Career Center, assisting walk-in clients with job search activities once a week.
  • Transporting youth to and from related training events and job placement activities as needed.
  • Assist with coordinating and teaching weekly work-readiness training workshops.
  • Schedule one-on-one coaching sessions build rapport and to ensure individuals are meeting expectations and staying on track for completion.

Program Operations

  • Coordinate student registration with community partners and internal departments.
  • Update records in multiple database systems as needed (e.g., Salesforce, Efforts to Outcome, Excel, CalJobs, or other systems).
  • Process documents for pre-apprenticeship programs and ensure timely completion.
  • Digitize and upload certificates to internal systems and share with relevant staff.
  • Coordinate and assist with mock interviews, graduation ceremonies, and other program events.
  • Provide facility tours to visitors, prospective students, government entities, and partners.
  • Pull reports or document status of program for high-level reporting to executive leadership.
  • Perform other duties as assigned to support Building Careers Foundation programs.


Required Skills & Experience

  • Proficiency in Microsoft 365 (Word, Excel, Outlook, Teams, SharePoint).
  • Experience with database management and case management systems.
  • Strong business development and interpersonal communication skills.
  • Ability to multitask and work collaboratively in a team-oriented, fast-paced environment.
  • Comfortable working in a shared office space with multiple colleagues and frequent noise/activity.
  • Skilled in professional in-person, phone, and email communication.

Preferred Qualifications:

  • Experience in workforce development, social work, education, coaching/mentoring or construction industry training programs.
  • Enjoys working with individuals from various backgrounds
  • Outgoing personality – enjoys meeting new people and wants to be out and about in the community
  • Strong critical thinking skills and can address problems as they arise without much support


Work Environment

This position is in-person at the Build Strong Academy. The environment is dynamic and team-based, with frequent student and partner interactions. Must be comfortable working in a shared office space with at least three other staff members and engaging with students daily in classroom and workshop settings.

Hours & compensation
This is a full-time position Monday-Friday from 8 a.m. – 5 p.m. The pay is $28 per hour. Building Careers Foundation offers a full benefits package with healthcare, 401K benefits, PTO, and 10 paid holidays.
