Job Summary:
The City of Torrance is seeking a dynamic and experienced leader for the position of Information Technology Manager - Applications and Analytics. This position will oversee day to day operations and manage staff in the Applications and Analytics Division of the IT Department, ensuring that the applications meet business requirements and goals while providing professional advice on technology solutions.
Responsibilities:
• Plan, direct, and oversee the design, development, implementation, integration, and maintenance of enterprise business applications across client-server, web, mobile, and cloud platforms.
• Lead the development of enterprise architecture standards and long-term technology strategies, ensuring scalable, secure, and innovative solutions aligned with City goals.
• Direct the development of data analytics, reporting platforms, and business intelligence solutions to support data-driven decision-making, transparency, and operational efficiency.
• Manage daily operations of the Applications and Analytics Division, including project prioritization, service delivery, workload management, and performance monitoring through ITSM systems and metrics
• Manage division staff and provide day-to-day leadership to ensure a high-performance, customer-focused work environment.
• Oversee complex IT project portfolios, ensuring projects are delivered on time, within scope and budget, and aligned with organizational priorities and stakeholder expectations.
• Establish and enforce policies, procedures, change management, and quality assurance practices to ensure reliable, secure, and efficient application services and continuous process improvement.
• Serve as a strategic advisor to City departments and leadership, assessing business needs, recommending technology solutions, and coordinating cross-departmental initiatives to enhance service delivery.
Qualifications:
Required:
• Graduation from a college or university with a Bachelor's degree in computer science or a related field such as information technology or information security
• Over seven years of enterprise applications development and support in the government or business environment
• At least three years of supervisory and project management experience
• Must possess and maintain an appropriate valid California driver's license
Preferred:
• Application development using programming languages such as JavaScript, Python, and .NET technologies
• System integrations, REST API
• Database administration and management such as Microsoft SQL Server
• Microsoft Power Platform technologies and SharePoint
• Certifications in enterprise applications development, GIS technologies, cybersecurity, database management, Microsoft Power Platform, or programming languages
