Job responsibilities:

Purpose. The purpose of the requirement is to provide a full range of Information Technology (IT) support services to promote and implement innovation across the NEIS:

• Maximizing IT system availability, security, reliability, and connectivity 24x7x365.
• Ensuring all IT systems, hardware, and software maintain the highest level of Confidentially, Integrity, and Availability in accordance with DoD standards, policies, and guidelines.
• Ensuring NDU network, system connectivity and VIP customers are supported 24x7x365.
• Responding to NDU’s dynamic IT requirements.
• Day to day network monitoring and issue resolution.
• Ensuring infrastructure, application, and server vulnerabilities are mitigated and remedied per DoD policy.
• Ensuring Operations and Maintenance (O&M) and project tasks are defined, resourced, and tracked through an Integrated Master Schedule (IMS) that identifies the critical path and dependencies to other related tasks.

Scope. NDU requires Contractor support for NDU customers in the areas of enterprise-wide IT services that encompass end user devices (mobile, cell, desktop (Windows Operating system (OS) and macOS, iOS, etc.), student service application support, server and infrastructure operations (Windows, macOS, and iOS) and service management: e-mail, mobile devices, wireless support; storage and backup, networking, cloud based services, Audiovisual (AV) systems, SharePoint, file server, and applications support. The Contractor will provide industry best practices to securely enhance the NDU IT infrastructure; reduce software and application latency; improve network performance; service availability and reliability, positively enhance the customer/student experience, and increase efficiency through process improvement via the ITIL Framework. The Contractor will provide enterprise-wide IT services that meet the functional and technical need of the NDU customer base worldwide. The NDU stakeholder community is comprised of all users supported by NDU, whether they are on campus, distance learning, or remote users. The permanent community operates at a minimum of 1000 and may flex up to 2000 personnel faculty, staff, and students (both onsite and remote).

Program Management. This activity provides for the management, staffing, and associated activities to enable an integrated, timely, low-risk, and high-quality delivery of IT services to NDU. This activity shall consider the evolving nature of IT requirements and capabilities needed to deliver value to NDU end-users. The Contractor shall:

• Use industry-standard management best practices and disciplines (e.g., Project Management Body of Knowledge [PMBOK], ITIL, Agile).
• In support of the requirements in this Subtask, and as necessary to facilitate these requirements, the Contractor shall provide project planning, management reporting, performance metrics tracking and reporting, in-progress reviews, personnel management, and presentations.
• Provide program management support to implement strategic initiatives while bridging the gap between strategy, O&M, and project implementation. The Contractor shall:
• Provide management and oversight of all activities performed by the Contractor, including subcontractors, to satisfy the requirements identified in this PWS.
• Collaborate on cultural change management and facilitate forward-leaning experience design, applying best practices (e.g., Design Thinking) and leveraging ongoing research and analytics together with user feedback to introduce new capabilities.

Deliver and maintain a Program Management Plan (PMP) which provides total task performance responsibility for managing the NDU task requirements; leverages industry-standard best practices; and addresses the methodology and discipline procedures used to monitor, report, and leverage Task Order performance metrics. The PMP shall:

• Define and use industry-standard and Contractors’ program management metrics to measure and maintain an acceptable customer satisfaction level, IAW the PWS performance requirements, and to leverage data and trends to influence decisions and adjustments.
• Include a Quality Control Plan (QCP), which shall be adhered to throughout performance and specify how the Contractor will meet or exceed the performance and/or schedule requirements identified in this PWS.
• Describe how the Contractor coordinates and executes planned, routine, and ad hoc data collection reporting requests as identified within the PWS.
• Include a staffing plan; key personnel positions and hires, hire and fill schedules, minimum staffing levels and plans, identification of key risk points and mitigation plans in the event of a personnel gap, organization chart, team roles and associated skillsets.

Deliver and maintain an NDU Integrated Master Schedule (IMS). At a minimum, the NDU IMS shall identify major project capability milestones and dependencies and be baselined and incrementally evolved. The IMS shall:

• Identify tasks and sub-tasks, including task duration, milestone dates, dependencies, resource requirements.
• Create and maintain a resource tracking matrix that provides insight into the daily, weekly, and monthly Contractor activities with in-depth tracing of Contractor skill sets to projects and tasks. This matrix shall include:
• Current projects.
• What resources are working what project.
• Outline critical paths and resource constraints.
• Schedules and/or milestones.
• Weekly worklog for all employees with associated tasks and level of effort
• Status of Deliverables.
