Job Title: Requirements Analyst (NC3/NC2) Position Overview The Requirements Analyst (NC3/NC2) supports the development, integration, and validation of National Command, Control, and Communications (NC3) capabilities. This role translates national, DoD, and Chairman of the Joint Chiefs of Staff (CJCS) guidance into actionable, interoperable requirements that support survivable and enduring NC2 operations.

The analyst works closely with USSTRATCOM, Joint Staff, and interagency partners to ensure requirements align with strategic deterrence priorities and senior leader decision-making needs. Key Responsibilities * Translate NC3/NC2 guidance into validated, interoperable capability requirements aligned with national and DoD directives. * Analyze CJCS, USSTRATCOM, and Presidential guidance to support requirements development and capability integration.

* Support development of requirements documentation, decision support materials, and senior-level briefings. * Coordinate and staff complex action packages, ensuring accuracy, completeness, and compliance with governing policies. * Analyze and synthesize interagency products (e.g., reports, meeting minutes, transcripts) to inform mission requirements.

* Collaborate with Joint Staff, Combatant Commands, and interagency stakeholders to align capability development efforts. * Participate in NC2 governance forums, working groups, and senior-level meetings to support requirements validation and integration. Minimum Qualifications Experience * 5+ years of experience translating NC3 guidance and articulating interoperable capabilities in alignment with national, DoD, and CJCS directives, including demonstrated knowledge of: * CJCS Emergency Action Procedures (EAP) * USSTRATCOM Emergency Action Procedures * CJCS Instructions (e.g., 6810.01, 6811.01, 3280.01, 3265.01, 5119.01) * CJCS OPORD 2CY * Presidential Policy Directives (PPD-24, PPD-35, PPD-40) * DoDI 5100.44 * 3+ years of experience in: * NC2 capabilities, operational platforms, communications systems, and modes of operation * Supporting or understanding USSTRATCOM efforts to enhance survivable and enduring NC2 capabilities * Working with U.S.

Government interagency processes and collaboration mechanisms * Desired: Experience analyzing and synthesizing interagency products to develop mission-aligned requirements * 2+ years of experience in: * Developing decision support products for senior leaders at the Combatant Command, Joint Staff, or OSD level * Staffing and coordinating complex packages and adjudicating stakeholder inputs * Participating in senior-level forums such as Issues Working Groups, Capabilities Integration Teams, Senior Steering Groups, Deputy's Management Action Groups, or equivalent O-6 and above governance bodies Clearance Requirement * Active Top Secret/SCI clearance required Preferred Qualifications * Experience supporting USSTRATCOM, NC3 Enterprise Center (NEC), or strategic deterrence missions * Familiarity with JCIDS, requirements validation processes, and capability integration frameworks * Strong understanding of interoperability, survivability, and continuity of operations within NC2/NC3 environments
