Water Management is seeking a high-performing professional with attention to detail and a commitment to excellent customer service. The Senior Fiscal Manager will report to the Assistant Director and lead teams that manage billing, cashiering, customer service, and financial support for the utility, organized under the Customer Billing Services/Utility Finance Division. They will ensure that the department remains fiscally accountable and consistent with policy and practices, while at the same time seeking opportunities to improve customer service in a more efficient manner.
The Senior Fiscal Manager will be responsible for making interpretive decisions to best execute the goals and priorities of Durham Water Management and the City, setting supporting goals and priorities for the teams that they manage. They will make the best use of existing resources, while seeking and developing opportunities to leverage new technology, to advance the work of the Division.
Successful candidates will demonstrate their ability to think and act strategically, motivate professional teams, provide oversight and ensure continuity, innovate, facilitate an inclusive work environment, and provide excellent customer service.
Duties/Responsibilities
  • Oversees daily operations and directs workflow for Division; supervises staff, including planning, assigning, and evaluating work; training and coaching staff; plans, prioritizes, and manages programs, projects, and operations; develops and implements financial controls and policies and procedures; convenes and facilitates meetings; and ensures compliance with applicable regulations, policies, and procedures.
  • Plans and coordinates the preparation of, and prepares, maintains, reviews, and/or submits policy, operational, financial, analytical, economic, legal, annual, and related reports, records, contracts, bid documents, plans, agenda items, and other documents; oversees the preparation of correspondence; maintains databases and online systems; manages the research, compilation, and/or reconciliation of information; manages, directs and reviews the preparation of complex financial analyses; and develops and makes recommendations.
  • Prepares and manages budgets; monitors and approves expenditures; evaluates work unit needs; researches and analyzes data; prepares and/or reviews cost estimates and forecasts; and allocates resources to applicable programs and projects.
  • Responds to escalated customer service concerns; anticipates customer needs and manages the policies, procedures, and personnel needed to meet those needs. Represents customer service and financial accountability to executive level discussions and decision-making.
  • Oversees the department's procurement process; researches and evaluates program, project, and department needs; participates in, and/or conducts negotiations; and develops and implements purchasing guidelines and approves purchasing recommendations.
  • Coordinates with, and/or serves as a liaison to, City leadership, vendors, City management, auditors, and City departments, and/or external agencies; attends meetings and serves on committees, representing the department on policy and regulatory matters; resolves complex and high-impact project and department issues; facilitates audit operations.
  • Supervises professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Minimum Qualifications & Experience
  • Bachelor's degree in accounting, finance, business administration or a related field
  • Six years of professional accounting/financial experience in work related to assignment
  • Two years of supervisory experience

Additional Preferred Skills
  • Certified Public Accountant, Certified Management Accountant, or Certified Local Government Financial Officer designation
  • Intermediate Excel Skills
  • Experience using reporting tools
  • Experience with Oracle Utilities Cloud Customer Service and OUDI
  • Governmental accounting experience strongly preferred
