Position Description & Qualifications
If you are looking for a high profile and challenging job supporting Navy's Campaign Analysis Program, Serco has a has a great opportunity for you at the Pentagon - the second largest office building in our nation. An active Department of War (DoW) Top Secret (TS) clearance w/SCI eligible determination and enrolled in Continuous Evaluation (CE) is required.
Team Serco supports the US Navy as a sub-contractor for Navy's Campaign and Analysis Program which conducts operations and campaign analysis, provides technical maturity assessments, and functions as subject matter experts on modeling, simulation and analysis at mission and campaign levels.
You will be working with a team of active-duty Navy, Government Service employees and contractors which form the Analysis Branch of the Chief of Naval Operations.
In this role you will:
  • Provide recommendations on study plans and issues to be examined; and technical assistance on modeling techniques, data analytics, and development of campaign scenarios, TACSITs, and CONOPS. Provide identification and research of inputs that are used as part of simulations, modeling, and wargaming efforts.
  • Provide an independent assessment to ensure logical analytical practice and method has been followed and Navy positions, capabilities, and CONOPS are accurately represented.
  • Provide recommendations for improvement to branch leadership.
  • Develop and provide recommendations on scenario excursions to support POM development efforts. Develop recommended excursions to assess model sensitivity to changes in platform capabilities, changes in tactics, and CONOPS.
  • Utilize analysis of analytic results to develop briefings for leadership to inform and advise of capability limitations identified based on expected policy and funding priorities.
  • Provide technical maturity assessments of the way in which systems and components are analyzed and modeled.
  • Develop and provide recommendations on scenario excursions to support POM development efforts. Develop recommended excursions to assess model sensitivity to changes in platform capabilities, changes in tactics, and CONOPS.
  • Provide warfare assessments for the Navy staff and input to OSD / Joint Campaign Analysis. Advise branch leadership on campaign and mission studies to identify and assess critical Navy capability and capacity issues.

To be successful in this role, you will have:
  • A current Top Secret (TS) clearance w/SCI eligible determination and enrolled in Continuous Evaluation (CE). Waivers, Exceptions or Conditional SCI Eligibility determinations are not reciprocal for immediate boarding and will be processed in accordance with Navy policy.
  • A Bachelor's degree in operations research, analysis, mathematics, statistics, engineering (aeronautical, electrical, mechanical, etc.), chemistry or physics.
  • Fifteen years of experience in one or more of the above listed educational disciplines as applied to Navy technical programs or seven years of experience in war-fighting analysis or proven Operations Analysis (OA) subspecialty code (or equivalent).
  • Experience supporting modeling and simulation-based analysis and managing budgeting, warfare analysis, project scheduling/tracking, and logistics requirements analysis.
  • Experience developing white papers, project documents and briefings.
  • Demonstrated experience briefing executive leadership a plus.
  • The ability to travel 10%.
