Job description

BB&E is an employee-owned full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.

Position Summary

BB&E is seeking a dynamic and detail-oriented Environmental Program Manager for an on-site position to fulfill all requirements of the Performance Work Statement (PWS) for our NASA Environmental Support Services (NESS) contract located in Houston, TX. The on-site Environmental Program Manager will provide the planning, coordination, technical direction, and surveillance of the program team and activities necessary to ensure disciplined performance of work.

Job Duties & Responsibilities
  • Ensure environmental technical expertise and support services are obtained, directed, and managed successfully to complete the PWS and prepare all deliverables and Contract Data List Requirements (CDRLs) for the following programs: General environmental services, Air quality, Cultural resources, Hazardous materials management, Hazardous waste management/processing, National Environmental Policy Act (NEPA), Natural resources (wildlife, plants, ecosystems), Petroleum, oils, and lubricants/aboveground storage tanks, Sustainability practices and pollution prevention (water conservation, energy conservation, waste reduction/recycling, sustainable acquisition), and Water quality (drinking water, wastewater, storm water)
  • Manage all project elements including NESS staff, internal project teams, multiple subcontractors, vendors, and relationships with NASA and regulatory personnel in accordance with PWS requirements and BB&E standard operating procedures.
  • Organize and execute project work including the appropriate delegation.
  • Lead project teams in a focused collaborative effort through successful execution of project requirements. Demonstrate subject matter expert skill sets to support private and government sectors.
  • Lead, mentor, and train junior staff, provide direction, vision, and strategy for the company and the project.
  • Provide overall management and administrative functions to ensure that the team are available, and resources allocated and that the PWS tasks and deliverables meet performance requirements. The Team Lead shall ensure that all labor, services, and materials necessary for program management, business management and associated services to meet the PWS are successfully delivered.
  • Process the payments of Permits/Fees related to the work on this contract.
  • Utilize NASA furnished databases or other NASA-authorized software.
  • Notify, document, and obtain concurrence of the Contracting Officer's Representative (COR) and approval of the Contracting Officer (CO) for all deviations, waivers and non-compliance to the requirements specified in this PWS.
  • Maintain a comprehensive Safety and Health Plan.
  • Complete and deliver a monthly technical report covering all CLINs on the contract no later than five business days after the end of the month.
  • Track and report all workplace-related injuries, property damage, and near misses. Aggregate for all contract personnel and submit a Contractor Monthly Accident Report

Key Qualifications

     U.S. Citizenship is required

     Ability to successfully pass a federal agency background check is required.

     Knowledge:

  • Federal Experience is required
  • Must be adept at problem-solving, including being able to identify issues and develop solutions.
  • Demonstrate exceptional project management skills and abilities.
  • Ability to lead and counsel employees, able to resolve difficult or sensitive matters.
  • Must be able to communicate clearly, both written and orally.
  • Must be able to effectively read and interpret information, present numerical data and skillfully gather and analyze information.
  • Must be able to prioritize assignments to use time efficiently.
  • Must be dependable, able to follow instructions, and be responsive to management direction.
  • Knowledge and experience with Federal Environmental laws and regulations.

o   Professional registration and/or certifications in fields of expertise preferred.

     Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.

     Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required.

     Self-Starter: Highly motivated, with the ability to solve problems and function as a member of a team.

Experience & Education

     Experience: Seven (7) plus years of relevant experience managing Environmental Compliance projects and supervising/managing personnel and resources is required. Experience managing environmental contracts for Federal Agencies or NASA is highly desirable. Experience/background complying with environmental regulations with Texas Commission on Environmental Quality (TCEQ) is highly desirable.

     Education: A Bachelor of Science (BS) degree or higher in Environmental Science, Chemistry, or Environmental/Chemical/Mechanical Engineering is required.

Physical Requirements

     Must be able to walk, sit, and/or stand for extended periods for multiple days/weeks

     Working conditions:

o   Able to work both indoors/outdoor (with exposure to the elements)

o   Able to walk/climb/knee/crouch and reach

o   Able to work on rough terrain when necessary

o   Able to work in confined spaces and/or heights

o   Able to wear the required PPE, minimally wear gloves, a hard hat, a respirator, and steel-toe boots that may be in combination with protective clothing/suits, a respirator, and/or a fall restraint/recovery harness
