Job description

Summary
Serves as Morale, Welfare and Recreation Director - CAT A/B/C for Command Navy Region Northwest, Fleet and Family Readiness Program, Fleet Readiness Division aboard Naval Station Everett. The primary purpose of this position is to as a subordinate, on-site manager, representative and technical advisor to the Installation N9 and Region N92 RPD for the planning, organization, administration, management and supervision of the installation MWR programs and activities.

  • Responsible for the supervision, maintenance and repair of MWR programs and facilities located on assigned NW installation. These programs and services are designed to improve the morale and welfare of all military personnel and support the Navy's objectives of retention, readiness and fitness. The incumbent continuously monitors, supervises, and evaluates MWR programs at the site/installation level to ensure that high quality products and services are provided to active duty military personnel, family members, military retirees and DoD civilians. The incumbent also ensures that all products and services are delivered within the regulations and policies established by the DoD, DoN and regional leadership. Plans, directs and executes a highly diversified program.
  • While the incumbent reports directly to the Installation N9, for matters pertaining to the day-to-day management and execution of assigned installation, programs and facilities, incumbent also serves as the primary advisor and representative to the site/installation commander on all matters pertaining to the current and future delivery of MWR products and services at the installation.
  • Incumbent shall work closely with the Regional MWR Fitness and Recreation Program Manager and the Regional MWR Business Activities Manager on all matters pertaining to the planning, programming, budgeting and execution of Category A, Band C MWR programs, recognizing they have primary responsibility for prioritizing the allocation of Appropriated Fund (APF) and NAF resources to specific MWR programs and projects within the Region.
  • Incumbent is responsible for providing training and supervision to subordinate personnel. Also provides guidance, advice, assistance and interpretation of policies and procedures and overall work assignments to personnel assigned to the installation MWR organization.
  • Maintains liaison with top management by keeping the Regional MWR Program and Business Activity Managers apprised of important developments; conducts thorough and comprehensive studies of policies that should be established and makes recommendations to the Regional MWR Program and Business Activity Managers after staff work has been completed.
  • Coordinates and monitors overall policies relating to assigned Installation MWR operations and programs which provide services in support of the site/installation and the local Navy community, as well as ensuring the overall achievement of the most cost efficient and effective approaches to the operations.
  • Implements processes for the timely completion of inspections, inspection reports and follow-up actions and reports.
  • Continuously evaluates programs to ensure high quality products, services and programs are provided which meet the needs of patrons and are delivered within the regulations and policies established by the Regional MWR Operations Managers and other higher authorities.
  • Responsible for developing NAF and APF MWR budgets for review and approval. Incumbent is also responsible for ensuring the propriety of resource expenditures, accurate inventories and controls for all MWR NAF and APF property and the sound overall economic operation of assigned installation MWR activities through regular analysis of financial assets and liabilities.
  • Incumbent originates and reviews official and unofficial correspondence pertaining to the MWR programs for which the incumbent is responsible.
  • Responsible for ensuring that maintenance and repair work is accomplished for all equipment installed and located in various installations MWR facilities. Coordinates and submits work requests.
  • Responsible for industrial relations and management of NAF and APF personnel resources assigned to the installation MWR organization, including effective work force utilization and position management; organizational structure and ceiling allocations; recommending resolutions to grievances and complaints; recruitment and selection of personnel; and, reassignment, performance evaluation, promotion, termination and on-the-job training of personnel and any unusual disciplinary actions.
  • Ensures compliance with fire, safety, sanitation, security and environmental regulations. Responsible for the administration of a comprehensive Safety, Hazardous Materials and Occupational Health Programs.
  • Carries out EEO policies and communicates support of these policies to subordinates. Assures quality in determining selections, assignments, training, promotions, details, qualifications, discipline and awards to employees.
  • Performs other related duties as assigned.

Qualifications

Must possess a four year college degree in Recreation, Physical Education, Hospitality, or Business Administration plus two years of related experience OR five years of experience that provided a knowledge of goals, philosophy, principles, methods and techniques of a diverse organization that includes but is not limited to sports, fitness, aquatics and recreation and food and beverage programs and an understanding of interests of individuals or groups.
  • Able to obtain a comprehensive knowledge of a wide range of federal, state and regional policies and regulations. In depth knowledge of DOD and Navy policies, regulations and procedures pertaining to the planning, budgeting, funding, and recreational management. Skill in interpersonal relations and negotiation for acquiring compliance, concurrence, or approval of policies and procedures among Navy organizations, other governmental agencies, or contractor and other non-governmental representatives.
  • Skilled in the applications of management principles, concepts and methods. This would include a variety of difficult and complex work assignments involving the full range of resources, facilities and personnel support management functions. Example would include but not limited to: operations; maintenance; utilization; and financial management. These skills would be demonstrated through related functional areas by supervising the subordinate personnel. Skilled in developing and accessing recommendations and training materials to increase the efficiency of AOR program policies.
  • Knowledge of personnel management in classification and recruitment of positions and conduct of employee management relations and employee development. The incumbent must exercise considerable judgment, initiative, enthusiasm and resourcefulness in planning, organizing and controlling the various facilities and programs in the Fleet Readiness Division.
  • Working knowledge of Navy instructions and directives pertaining to operation of MWR programs.

Education
Must possess a four-year college degree in Recreation, Physical Education, Hospitality, or Business Administration plus two years of related experience.
OR
Five years of experience that provided a knowledge of goals, philosophy, principles, methods and techniques of a diverse organization that includes but is not limited to sports, fitness, aquatics and recreation and food and beverage programs and an understanding of interests of individuals or groups.
Preferred:
Master's or equivalent graduate degree in Recreation, Physical Education, Hospitality, or Business Administration plus two years of experience in 2 or more DoD MWR programs.
