The Job
The Department of Public Health (DPH) Clinic Operations is looking for a Clinic Unit Manager to manage Federally Qualified Health Centers (FQHC) and Public Health Clinics. The Clinic Unit Manager will plan, coordinate, direct, evaluate the clinic and supervise assigned staff. This recruitment will be used to fill a vacancy for a High Desert position located at the Hesperia Public Health Clinic.
Duties include but are not limited to:
  • Develops and implements departmental policies and procedures, objectives and standards of care, safety initiatives, environmental and infection control and prevention standards.
  • Assists in the preparation and monitoring of health center budget; monitors resource utilization, creates reports, manages and reconcile budget and explains budget variances; control overtime.
  • Supervises and direct the work of Registered Nurses, Licensed Vocational Nurses, Medical Assistants assigned to the Clinics.
  • Plans workflow, completes work performance evaluations; disciplinary actions and hiring.
  • Ensures compliance with state, federal, local and OSHA regulations.
  • Prepares schedule, oversees payroll time, attendance processing including approving time off.
  • Completes planning, implementation, and evaluation of competencies for licensed and clinical support staff.
  • Oversees the development and implementation of continuous patient experience improvement efforts.
  • Leads performance improvement measures.
  • Serves as liaison to internal and external stakeholders.
  • Performs professional nursing duties as needed.

Minimum Requirements
Candidates must meet ALL of the following:
LICENSE: Must possess and maintain Registered Nurse licensure with the State of California Board of Registered Nursing.
EDUCATION: A Bachelor of Science in Nursing, Business, Healthcare Administration or any healthcare related field.
CERTIFICATION: Must possess and maintain current Healthcare Provider level Basic Life Support (BLS) certification.
EXPERIENCE:
Option 1: Three (3) years as an Registered Nurse (RN), including one (1) year serving as a full-scope nurse supervisor in a outpatient primary care, ambulatory or clinic setting.
-OR-
Option 2: Five (5) years as an RN including two (2) years as a charge nurse in a outpatient primary care, ambulatory or clinic setting serving as a charge nurse.
Substitution: A Master's of Science degree in Nursing, Public Health, Healthcare Administration or healthcare related field may substitute for one (1) year of experience under Option 2 only. Charge Nurse experience can't be substituted.
Desired Qualifications
The ideal candidate will have a Master's degree with five (5) or more years of outpatient and clinic operations experience.
