| Criteria | Ms4 | Environmental Scientist |
|---|---|---|
| Required Credentials | Typically requires a degree in environmental science, civil engineering, or related field; often includes state-specific Ms4 permits | Usually requires a bachelor's degree in environmental science, biology, or related field; advanced roles may need a master's or PhD |
| Work Environment | Primarily fieldwork and regulatory compliance within municipal or government agencies | Varies between fieldwork, laboratory analysis, and data interpretation across public and private sectors |
| Employer & Industry Usage | Used mainly by municipal governments managing stormwater systems | Used across environmental consulting firms, government agencies, and research institutions |
In summary, Ms4 professionals focus on stormwater permit compliance and municipal regulations, often working within government agencies. Environmental Scientists have broader roles including research, data analysis, and environmental impact assessments across various sectors. While both roles require environmental knowledge, Ms4 specialists are more regulatory and compliance-oriented, whereas Environmental Scientists have a wider scope of environmental work.

Professional engineers, registered landscape architects and other professionals that have knowledge in design and implementation of designs for the prevention of pollution related to stormwater runoff prepare and submit stormwater pollution prevention plans. Under the updated MS4 Permit, the City has reduced the soil disturbance threshold of projects requiring review and approval in the MS4 areas to 20,000 square feet. In addition, the City will enforce the same rules in the combined sewer service area in an effort to reduce the occurrence of combined sewer overflows. That addition with the MS4 area reduction is expected to increase the number of applications.
