Job Summary
Baltimore City Information Technology (BCIT) is seeking an experienced IT Change Manager to lead organizational change initiatives for the City's Tax Modernization Project. This role will be responsible for driving user adoption, stakeholder engagement, communication strategies, and training efforts to ensure the successful implementation of new enterprise technology solutions.
The ideal candidate will have extensive experience in organizational change management, enterprise transformation initiatives, stakeholder engagement, and structured change management methodologies such as Prosci, ADKAR, or Kotter. This position requires excellent communication, leadership, coaching, and training skills to support citywide modernization efforts.
Key Responsibilities
Change Management Strategy
Develop and execute comprehensive organizational change management plans aligned with project goals and timelines.
Create stakeholder assessments, readiness evaluations, and adoption metrics.
Monitor change effectiveness and adjust strategies based on feedback and project needs.
Ensure successful adoption of new business processes and enterprise systems.
Stakeholder Engagement & Communications
Conduct stakeholder impact analyses and readiness assessments.
Develop and implement communication strategies for executive leadership, project teams, and end users.
Prepare communication materials, presentations, newsletters, and project updates.
Serve as the primary point of contact for organizational change communications.
Training & User Adoption
Design and implement enterprise training strategies.
Develop learning plans, user guides, job aids, and online training materials.
Coordinate instructor-led and virtual training sessions.
Support Learning Management Systems (LMS) and online learning platforms.
Collaboration & Leadership
Build trusted relationships with agency leaders, project managers, and technical teams.
Coach project managers and business leaders on effective change management practices.
Partner with the Project Management Office (PMO) to integrate change management activities into project execution.
Facilitate workshops, meetings, and stakeholder engagement sessions.
Change Management Best Practices
Promote industry-standard change management methodologies.
Recommend process improvements for organizational change initiatives.
Support cloud-based and enterprise application implementations.
Foster a culture of continuous improvement and organizational learning.
Required Qualifications
Education
Bachelor's degree in Business Administration, Public Administration, Management, Organizational Development, or a related field.
Experience
Minimum 6 years of Organizational Change Management experience.
Experience leading enterprise-wide change management initiatives.
Strong understanding of organizational change methodologies and deliverables.
Experience supporting large-scale enterprise software implementations.
Experience with stakeholder engagement, communications, and training development.
Familiarity with HR business processes and enterprise information systems.
Experience coaching project managers and delivering executive presentations.

SHRM Certification
