Job Description Spiral Solutions & Technologies, Inc. (SS&T) is seeking an Operations Research/Systems Analyst (ORSA) to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7). This is a contingent-on-award position under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.

The ORSA applies advanced quantitative methods and operations research techniques to resolve complex analytical problems in direct support of USSTRATCOM's campaign and risk assessment mission. The selected candidate will originate new analytical methodologies, lead cross-discipline study teams, and produce decision-quality insights for senior leadership. This is a contingent-on-award position.

Employment is subject to contract award by the Government. Candidates selected will be notified of their contingent status and kept informed of award progress. Location: 110 Airman Circle, Offutt Air Force Base, NE 68113, United States Schedule: Full-Time Clearance: Active TS/SCI with NC2/ESI and SAP eligibility required Status: Contingent on Contract Award Contact: Jessica Miller | Requirements Key Responsibilities Apply a wide range of operations research methods and techniques to define, structure, and resolve complex analytical problems in support of USSTRATCOM campaign and risk assessment objectives.

Demonstrate expertise in quantitative techniques and methods - including optimization, simulation, statistical modeling, and system dynamics - to develop, adapt, modify, and apply models that address organizational challenges. Participate actively in cross-discipline study teams, collaborating with planners, intelligence analysts, data scientists, and subject matter experts to deliver integrated, actionable insight. Originate new ideas, projects, and methodologies to address complex organizational challenges across USSTRATCOM mission areas, including Strategic Deterrence, Nuclear Operations, and Global Strike assessments.

Required Qualifications Minimum 10 years of experience applying a wide range of operations research methods and techniques. Demonstrated expertise in quantitative techniques used to develop, adapt, modify, and apply models to resolve complex problems or define alternative solutions. Experience participating in study teams and collaborating across disciplines to deliver actionable insight.

Proven ability to originate new ideas, projects, and methodologies to address complex organizational challenges. Experience executing projects and/or studies within established financial and/or time constraints. Skilled in developing and utilizing appropriate data collection techniques to support analysis, modeling, and decision-making.

Proficiency in Python and R for quantitative analysis, modeling, and statistical computation. Familiarity with Agile methodologies, including contributing to sprint planning, backlog grooming, and retrospectives. Bachelor's degree or higher in business analytics, computer science, data science, operations research, data analytics, actuarial science, mathematics, and/or engineering, or equivalent.

Active Top Secret/SCI security clearance with eligibility for NC2/ESI and Special Access Program (SAP) accesses, obtainable within 30 days of task order award. Preferred Qualifications Direct experience supporting USSTRATCOM assessments, exercises, or strategic deterrence analysis. Experience with the Joint Risk Assessment Methodology (JRAM) and related OR frameworks (Bayesian networks, System Dynamics, Vensim).

Familiarity with MAVEN Smart Systems, Tableau, or Power BI for model output visualization. Experience with Machine Learning model development and AI/ML pipeline design. Prior work in or with USSTRATCOM J7 assessment teams.

Security Clearance Requirements This position requires access to classified material supporting national security programs. All contractor personnel must be U.S. citizens and maintain an active Top Secret security clearance with SCI eligibility.

NC2/ESI and Special Access Program (SAP) access eligibility must be obtainable within 30 days of task order award. All personnel must comply with program security requirements outlined in the task order DD254.
