The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), US Strategic Command (USSTRATCOM), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

The Strategic Systems Analysis Group (SSAG) supports government and private sector strategic planning, decision making, and program management. SSAG integrates deep client knowledge, advanced analytics, and subject matter expertise to provide timely and objective technical, operational, programmatic, acquisition, and policy analysis.

SPA has a near term need for a Computer and Information Research Scientist. SCITLS

Responsibilities

Performs research, development, test, and evaluation (RDT&E) efforts to improve mission planning, analysis, and execution capabilities for strategic deterrence. Analyzes actual and predictable, interacting, operational activities of systems to obtain a quantitative, rational basis for decision-making through the application of logic and scientific or economic disciplines and techniques. Devises modeling and measuring techniques to investigate complex issues and solve problems. Assists in addressing requirements and the evaluation of data assessment strategies: sampling, statistical analysis, evaluation, flow processing, and management assessment strategies. Develops cost-benefit analysis, data collection, data analysis, risk analysis, simulation model execution, economic analysis, and operational effectiveness studies.

Qualifications

Required Qualifications:

  • Ability to work at Offutt AFB, Full-Time.
  • Must maintain a Top Secret (TS) security clearance and access to Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and eligibility for Special Access Required (SAR) programs.
  • Bachelor's Degree in information technology, engineering, systems analysis and/or systems architecture and Masters degree in applicable program.
  • Required Certifications (can be obtained within 6 months of hire):  ITIL v4 Foundations and one or more of the following DoD 8140 training courses: FITSP-O or GFACT or CASP+ or CCNP Security or CCSP or Security+ (must be complete within 6 months of hiring).
  • At least 12 years of DoD experience, with responsibilities in National and Nuclear C4 Systems and Architecture solutions for USSTRATCOM. Experience in critical command and control requirements, inclusive of NC2 and NC3 operational capabilities and procedures.
  • Background and experience with strategic deterrence and global strike planning, including knowledge of Nuclear Command and Control (NC2) and Nuclear Command, Control, and Communications (NC3) operations and capabilities, strategic nuclear operations, joint integrated operations, joint warfighting doctrine, unified Combatant Command (CCMD) structure, and global command and control constructs.

Desired Qualifications: 

  • M.B.A. in IT Management, a B.S. in Cybersecurity and Information Assurance, and 12+ years of DoD operational leadership experience.
  • Knowledge of national, Department of Defense (DoD), and Chairman of the Joint Chiefs of Staff (CJCS) guidance, CJCS Emergency Action Procedures, U.S. Strategic Command (USSTRATCOM) Emergency Action Procedures, CJCS Instructions, and Presidential Policy Directives.  
  • Experience in supporting USSTRATCOM Global Operations Center (GOC) and/or other operations centers at Combatant Commands, Joint Staff, or DoD levels.
