Expert Systems Engineer โ€“ TS/SCI FSP

Department: Government Customer โ€“ Herndon
Location: Herndon, VA

ACTIVE TS/SCI CLEARANCE WITH FULL SCOPE POLY REQUIRED TO BE CONSIDERED FOR THIS POSITION

Position Overview

Provide senior-level Systems Engineering and SETA support to complex Government mission and acquisition efforts. Support the development, integration, and transition of advanced cyber and mobile technology capabilities into mission-ready systems. Lead requirements development, systems analysis, risk management, and technical advisory activities to ensure mission success, compliance, and effective use of resources.

This role places heavy emphasis on Cyber Engineering, particularly in mobile technologies, mobile networks, handsets, and mobile operating systems.

Responsibilities
  • Provide expert-level Systems Engineering and SETA advisory support across the system lifecycle

  • Develop or support the development of well-documented, actionable, measurable, testable, and traceable system requirements defined to a level sufficient for system design

  • Support the decomposition and allocation of system requirements to subsystem and component levels while maintaining end-to-end traceability

  • Serve as a trusted technical advisor to Government leadership and mission stakeholders on system architecture, requirements, and technical strategy

  • Lead and support project planning activities to transition research and development concepts into mission-ready operational capabilities

  • Apply critical thinking to analyze programs and projects to identify technical risks, dependencies, and integration challenges

  • Perform risk identification, analysis, mitigation planning, and tracking throughout the lifecycle

  • Develop and brief Concept of Operations (CONOPS), system diagrams, and technical documentation using industry best practices

  • Support the development of Statements of Work (SOWs) and associated technical and requirements documentation for current and future mission efforts

  • Evaluate vendor design documentation and technical solutions to ensure compliance with Government requirements

  • Collaborate with Government test teams to design and execute ad hoc test cases to fully characterize system and capability performance

  • Conduct independent technical assessments and provide recommendations to improve system functionality and mission effectiveness

  • Perform technology foraging and scouting, assessing emerging cyber and mobile technologies and recommending mission-aligned solutions

  • Prepare and brief technical status, risks, and recommendations to senior Government leadership

Desired Qualifications

(Minimum qualifications plus the following)

  • Demonstrated experience in Cyber Engineering with a strong focus on:

    • Mobile device ecosystems

    • Mobile networks and protocols

    • Mobile handsets and embedded platforms

    • Mobile operating systems (e.g., Android, iOS, or custom/embedded OS)

  • Demonstrated experience working with Government operational and targeting elements to identify opportunities enabling technical operations, including access, exfiltration, collection, and covert action

  • Demonstrated experience supporting testing and evaluation efforts to fully characterize developed capabilities

  • Demonstrated experience evaluating emerging technologies and integrating them into operational environments

Minimum Qualifications
  • Bachelorโ€™s degree and 10+ years of relevant Systems Engineering experience, or equivalent technical experience supporting IC or DoD environments

  • Demonstrated experience supporting complex Government mission systems from concept through operational deployment

  • Strong background in requirements engineering, systems analysis, and technical documentation

  • Experience working in classified environments with mission-critical systems
