Job Summary: 

The Arizona Department of Health Services (ADHS) is seeking an Applications Developer to support mission-critical applications such as EzWIC and Universal Product Code (UPC) for Arizona Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). ADHS is looking for a self-motivated individual who can work independently while also working collaboratively in teams and across organizations. The developer will be responsible for developing new applications and modifying existing applications to meet functional and technical designs following best practices. This role proactively solves complex problems, supports production systems, and builds strong relationships inside and outside the organization. Furthermore, the developer will engage directly with business analysts and stakeholders to understand functional requirements and prepare necessary technical documentation.

Job Duties:

Design and develop mobile and web applications to meet functional and technical designs following best practices and development standards and guidelines.
Supports production systems; analyzes and resolves production problems in a timely manner; resolves end-user service requests as assigned.
Analyzes, debugs, and resolves defects in applications; analyzes and resolves development issues in a timely manner; proactively solves complex problems.
Fixes and develops changes to applications to meet functional and technical designs following best practices and development standards and guidelines.
Completes unit and system test application changes to ensure quality of work.
Prepares technical documentation on application specifications and creates deliverables according to the Software Development Lifecycle, such as functional and technical specifications, use cases, test cases, and system documentation.
Engages with business analysts and stakeholders to understand functional requirements, and contributes to completion of functional specifications.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Considerable working knowledge of multiple programming languages, multiple databases. management systems, and multiple development platforms.
Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.
Skilled in:
Strong customer service skills.
Excellent interpersonal, written, and oral communication skills.
Ability to:
Develop and write technical documentation.
Quickly learn and develop in new programming languages, APIs, and platforms, as well as evaluate and test emerging technologies.
Apply creative solutions to business problems to ensure business needs are most effectively met.
Balance, prioritize, and organize multiple tasks.
Work collaboratively in teams and across organizations, synthesize feedback, and adjust plans accordingly.
Build strong relationships inside and outside the organization.

Selective Preference(s):

Bachelor's Degree in a related field plus 2 or more years of programming and analysis experience. An experience in Mobile development will be considered.

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution.
