Description

TDI Technologies, Inc. (TDI) seeks a Program Manager to provide technical, administrative, and operational leadership for the PMS 339 Professional Engineering and Support Services contract. This role is contingent upon contract award and will support strategic program planning, policy, research and development, acquisition, technical insertion, and life-cycle management of surface training platforms for the U.S. Navy. The Program Manager will oversee delivery of aligned, consistent, and proven training solutions across more than 100 training projects under the Surface Training Advanced Virtual Environment (STAVE) and Ready Relevant Learning (RRL) portfolios, ensuring the competency of U.S. Navy Sailors.


Principal Duties and Responsibilities:

  • Provide senior-level program management support to PMS 339, including presentations, briefings, strategic planning initiatives, and long- and short-range program analysis and plan development.
  • Lead and supervise TDI technical employees at various locations, ensuring effective task execution and employee development.
  • Support PMS 339 in developing products for the Surface Warfare Training Committee (SWTC), STAVE Integrated Product Teams (IPTs), and other stakeholder meetings, including digital media and presentation materials.
  • Prepare, review, and maintain program briefings, agendas, point papers, recommendations, and spreadsheet analyses compatible with NAVSEA CIO-approved document sharing platforms.
  • Coordinate meetings, briefing schedules, and provide meeting space as required.
  • Draft, analyze, integrate, and provide recommendations to PMS 339 Program and Deputy Program Managers in accordance with Federal, DoD, and service regulations.
  • Oversee and coordinate contract support to PMS 339, TSPO Executive Steering Committee, PMA 205, NAVWAR 4.3.4, PEO USW, and PEO MLB.
  • Manage and monitor cost, schedule, performance, and risk related to training development and delivery, providing recommended solutions to mitigate risk.
  • Develop and maintain project status briefs, Integrated Master Schedules, and other project management tools.
  • Support requirements analysis, trainer development, and delivery, including coordination with Learning Centers for cost estimate development and POM submissions.
  • Support development and routing of MOAs/MOUs with external stakeholders.
  • Analyze training assessments and customer feedback to validate or revise training investments, and present findings to surface training stakeholders.
  • Provide program management for navigation, engineering, and facilities training development efforts, including pre-development analysis, IT procurement, and classroom modernization.
  • Support manpower and training working groups, monitor master planning schedules, and develop acquisition documents for new construction and modernization projects.
  • Oversee business financial management activities, including briefing materials, obligation phasing plans, funding documents, and budget exhibits.
  • Support cybersecurity planning, analysis, and audit activities in accordance with Navy policies and RMF requirements.
  • Ensure compliance with federal acquisition regulations (FAR), government contracting laws, and relevant legal frameworks throughout the contract lifecycle.
  • Maintain current knowledge of relevant technology, Navy programs, organizations, and functions.
  • Proactively identify potential risks, develop contingency plans, and implement measures to minimize risk exposure.
  • Ensure quality assurance of project deliverables and compliance with DOD/DON guidance.

Education and Experience:

  • Bachelor's Degree from an accredited university.
  • Minimum fifteen (15) years of program and financial support experience.
  • Minimum five (5) years of Navy Training Systems experience.
  • Preferred: Experience with Surface Training Acquisition for the Department of the Navy.

Skills and Abilities:

  • Advanced experience using Microsoft Office products and project management software tools.
  • Effective management, administrative, and organizational skills.
  • Ability to manage multiple tasks simultaneously and brief/interface with US Navy senior leadership.
  • Strong interpersonal skills for communication with government agencies, subcontractors, internal teams, and senior management.
  • Experience in proposal development, technical writing, cost estimating, and strategic planning for government contracts.
  • Ability to identify opportunities for business growth.

Up to 10% travel may be required.

  • U.S. citizenship required; must possess or be able to obtain a Secret clearance.
