Job Summary

This position will help support and enhance the quality of workforce readiness programs in Minnesota by monitoring grant programs for fiscal and programmatic compliance with applicable federal and state rules and regulations, as well as DEED guidelines. Apply attention to detail and technical expertise in the areas of accounting, audit, program management and continuous improvement.ย

Duties and Responsibilities:ย 

  • Monitor federal and state-funded workforce development grants across a divers array of Employment and Training Programs (ETP). Monitoring portfolio may include a variety of youth, adult and workforce development area grantees (Dislocated Worker, Workforce Innovation and Opportunity Act (WIOA) Adult, adult career Pathways, WIOA Youth, Youth at Work, and other programs).
  • Analyze and compile program data to develop written summaries and reports of monitoring findings for applicable grant programs.ย 
  • Identify any potential areas of non-compliance, vulnerability, and risk, then recommend mitigation strategies.ย 
  • Provide technical assistance to grantees to resolve compliance findings.ย 
  • Interpret legal and regulatory requirements for grantees and provide authoritative advice.ย 
  • Embrace a continuous improvement mindset by identifying opportunities to improve or streamline monitoring processes to enhance performance.ย 
  • Serve on work groups tasked with developing and/or revising guidelines, policies, and processes on program delivery, monitoring, compliance, performance management, risk assessment, and related operational goals and objectives.ย 
  • Identify and participate in training opportunities to improve knowledge, skills, and abilities.ย 

This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

This position requires occasional travel for on-site monitoring and infrequent travel outside the metro area.ย

Qualifications

Minimum Qualifications

Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

Three (3) years* of experience conducting compliance monitoring for federal or state workforce programs or closely related programs, including providing program and/or fiscal guidance and reporting.ย 

*Bachelor's degree in Public Administration, Accounting/Finance, Human Services, Business, or other closely related fields as determined by the agency may substitute for one *(1) year of experience; master's degree substitutes for eighteen (18) months of experience; Ph.D. substitutes for twenty-four (24) months of experience.ย 

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience working with grants or contract management in either the public or private sectors.ย 
  • Ability to analyze complex program and fiscal data, interpret technical guidance, and apply compliance requirements consistently.ย 
  • Skill in business communication, including report writing and professional correspondence.ย 
  • Experience providing training, technical assistance, or guidance to staff and external partners.ย 
  • Skill in prioritizing/scheduling to manage workload, competing priorities, and meeting strict deadlines.ย 
  • Experience leading teams or projects, coordinating stakeholders, monitoring quality, timelines, and program/fiscal outcomes.ย 

Preferred Qualifications

  • Experience in accounting, auditing, conducting financial reconciliations, or related financial analysis expertise, education, or training.ย 
  • Experience in case management with Dislocated Worker, WIOA Adult, Adult Career Pathways, WIOA Youth, MN Youth Programs, or other closely related human services programs as determined by the agency.ย 
  • Experience in program or project management.ย 
  • Experience developing, implementing, and tracking corrective actions to resolve issues of programmatic, fiscal, or data integrity non-compliance, including identifying risks, documenting findings, and ensuring timely resolution.ย 
  • Knowledge or experience with Workforce One (WF1) case management system.ย
