Job description

The Program Manager (PM) will provide comprehensive program management support to the F-35 Joint Program Office (JPO) Acquisition and Affordability Directorate (DA&A) in the execution of acquisition and business operations functions, including foreign compliance, process improvement, affordability initiatives, requirements management, and acquisition program oversight. Support responsibilities include facilitating and coordinating key governance activities such as the Joint Program Management Review (PMR) War on Cost (WOC), Affordability Summit, Acquisition Summit, Executive Risk/Opportunity Management Board, and Executive Steering Group (ESG). The Contractor shall also assist in managing critical acquisition documentation and reporting requirements, including the Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), Contractor Performance Assessment Reporting System (CPARS), and JPO issuances. Additional responsibilities include supporting enterprise cost estimating activities, procurement and enterprise procurement metrics management, and providing program management and analytical support for Financial Improvement Audit Readiness (FIAR), enterprise earned value management, data rights strategy, Integrated Product (IP) processes, and the Program Objective Memorandum (POM) or Performance Based Regulation (PBR) process. The Contractor shall further support procurement process and Product Management Team (PMT) activities, small business contracting initiatives, enterprise scheduling efforts such as the Enterprise Integrated Master Schedule (IMS), and enterprise risk management activities.

Requirements

· Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment and life cycle management

· Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook

· Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment

· Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases

· A mid-level person within a labor category has 6 or more years of experience performing work related to the labor category functional description. A mid-level person typically performs all functional duties independently.

· Bachelor’s Degree in the stated discipline or an associate’s degree plus 4 years of additional work experience related to the labor category functional description

· The ability to provide onsite support at F-35 Joint Program Office (JPO) located at Crystal City, VA no less than 2-days per week, each week, up to 5-days a week per the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by the Serco manager.

  • Experience with Procurement Initiation Documents (PIDs)
  • Experience of creating products and working in Microsoft Office Suite- Microsoft Word, Microsoft Excel (data types, formulas and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
  • Experience with a task management tool such as ETMS2.
  • Ability to communicate effectively with Stakeholders
  • Lead Program Management Office (PMO) activities and coordinate multi-disciplinary teams across geographically dispersed locations.
  • Collect and analyze project data to support JPO procurements in accordance with DoD regulations
