Location: Annapolis Junction, MD (fully on-site, no remote option)

Position Summary
The Oracle Data Steward / Oracle Database Developer is responsible for ensuring the quality, integrity, governance, and security of enterprise data while developing, maintaining, and supporting Oracle database solutions. This role combines data stewardship responsibilities with Oracle database development expertise, including PL/SQL programming, data migration, performance tuning, and data integration. The successful candidate will collaborate with business stakeholders, data owners, developers, and database administrators to ensure enterprise data is accurate, reliable, and compliant with organizational standards.
Key Responsibilities
Data Stewardship
  • Serve as a Data Steward by maintaining the quality, integrity, consistency, and security of enterprise data.
  • Implement and support data governance policies, standards, and best practices.
  • Monitor, analyze, and resolve data quality issues through data profiling, validation, cleansing, and reconciliation.
  • Collaborate with business units to define and maintain business data definitions, metadata, and data lineage.
  • Ensure compliance with organizational policies and regulatory requirements related to data management.
  • Identify opportunities to improve data quality, consistency, and usability across enterprise systems.
  • Work with business users and technical teams to establish data ownership and stewardship responsibilities.
Oracle Database Development
  • Develop, test, and maintain Oracle database applications and solutions.
  • Develop complex PL/SQL packages, procedures, functions, triggers, views, and materialized views.
  • Create, optimize, and maintain SQL queries for reporting, analytics, and application support.
  • Develop and maintain database objects to support business applications and system integrations.
  • Participate in database code reviews and implement database changes using version control and established change management processes.
  • Troubleshoot and resolve database-related issues to ensure application reliability and performance.
Data Migration
  • Plan, develop, and execute data migration strategies for Oracle database implementations, upgrades, consolidations, and cloud migration initiatives.
  • Perform data extraction, transformation, validation, and loading (ETL/ELT) activities between source and target systems.
  • Develop PL/SQL scripts and SQL utilities to automate data conversion and migration processes.
  • Validate migrated data to ensure completeness, accuracy, referential integrity, and compliance with business requirements.
  • Conduct reconciliation and post-migration verification activities.
  • Collaborate with business users to define data mapping, transformation rules, and migration schedules.
  • Troubleshoot and resolve data migration issues while minimizing business disruption.
  • Support legacy system decommissioning, data archival, and migration documentation.
Database Performance and Security Support
  • Analyze and optimize SQL and PL/SQL performance.
  • Tune database objects and application queries for optimal performance.
  • Monitor database performance and recommend optimization strategies.
  • Maintain database security through user roles, privileges, auditing, and compliance controls.
Collaboration
  • Work closely with business analysts, application developers, database administrators, data owners, and project managers.
  • Provide technical guidance on data governance, database best practices, and data migration activities.
  • Prepare and maintain technical documentation, data dictionaries, migration plans, operational procedures, and data quality reports.

Qualifications:
Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Data Management, or a related field (or equivalent experience).
  • 5+ years of Oracle Database development experience.
  • Strong proficiency in Oracle SQL and PL/SQL development.
  • Experience developing stored procedures, functions, packages, triggers, views, and materialized views.
  • Experience with Oracle Database 19c
  • Experience planning and executing data migration and conversion projects.
  • Strong understanding of ETL processes, data mapping, and data validation techniques.
  • Experience with SQL performance tuning and query optimization.
  • Working knowledge of data governance, data quality management, and data stewardship principles.
  • Experience with Jira, Confluence, and Git
  • Strong analytical, troubleshooting, problem-solving, and communication skills.
