Job description

BPA Services is seeking experienced Mid-Level Federal Contract Specialists / Acquisition Support Specialists to support the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office – Central.

This position will provide cradle-to-grave federal acquisition support to VA contracting personnel, including both pre-award and post-award acquisition activities. The work is primarily remote, although occasional travel to a nearby VA facility may be required for onboarding, fingerprinting, PIV issuance, Government-furnished equipment, meetings, or other Government-directed requirements.

Responsibilities

The selected candidate will support federal Contracting Officers, Contract Specialists, program offices, and requiring activities with activities including:

  • Conducting market research and acquisition planning
  • Supporting requirements definition and development of procurement packages
  • Drafting solicitations, amendments, awards, and related acquisition documents
  • Preparing and reviewing Statements of Work (SOWs) and Performance Work Statements (PWSs)
  • Developing and analyzing Independent Government Cost Estimates (IGCEs)
  • Conducting technical and cost/price research and analysis
  • Evaluating pricing data and preparing price-reasonableness recommendations
  • Supporting source-selection documentation
  • Preparing contract modifications, change orders, supplemental agreements, and supporting documentation
  • Monitoring contract performance and assisting with issues involving changes, claims, payments, and contract terms
  • Supporting QASP monitoring
  • Preparing contracts and acquisition files for closeout
  • Coordinating with Contracting Officers, Contract Specialists, technical personnel, customers, industry, and other stakeholders
  • Maintaining complete and compliant acquisition documentation
  • Using Government contract-writing and acquisition systems, including eCMS or comparable federal acquisition systems

The VA requirement specifically calls for cradle-to-grave pre-award and post-award acquisition support.

Required Qualifications

Applicants must meet ALL of the following requirements:

  • U.S. Citizen
  • Bachelor’s degree in any field
  • At least 24 semester hours in any combination of:
    • Accounting
    • Business
    • Finance
    • Law
    • Contracts
    • Purchasing
    • Economics
    • Industrial Management
    • Marketing
    • Quantitative Methods
    • Organization and Management
  • At least 3 years of recent federal contracting/acquisition experience within the last 5 years
  • Demonstrated experience performing both pre-award and post-award federal acquisition activities
  • Working knowledge of the Federal Acquisition Regulation (FAR)
  • Knowledge of federal acquisition policies, regulations, and procedures
  • Experience researching and analyzing technical and cost/price information
  • Experience preparing or reviewing federal procurement documentation
  • Experience with contract modifications and contract administration
