PUERTO RICO NATIONAL GUARD
ARMY TECHNICIAN VACANCY ANNOUNCEMENT

DUTY LOCATION: JFHQ-PR, United States Property & Fiscal Office (USPFO), Fort Buchanan, PRQualifications:AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
AREA 1 = All permanent Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Enlisted currently serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

DUTIES:

As a FINANCIAL SERVICES TECHNICIAN (D1986000), GS-0503-8, you will provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.
PHYSICAL DEMANDS:
Requires some physical effort, such a standing, walking, bending, or sitting. There are no special physical demands.
WORKING ENVIRONMENT:
Work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
QUALIFICATIONS:
You will lose consideration for the position if your application does not include all the information/documents requested on the vacancy announcement. GENERAL EXPERIENCE:
Experiences gained through military technical training schools or civilian academic courses are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at the next lower-level grade GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as performing broad-in-depth financial analysis to evaluate alternatives and arrive at decisions, conclusions and recommendations; analyzing diverse financial management technical methods, techniques, precedent cases, and procedures; utilizing experience and judgment, rather than guides, to fill in gaps, identify sources of information, and make working suppositions about what transpired; developing variations in approaches with incomplete, unreliable or conflicting data in the process of work performance; analyzing particular facts of financial transaction problems/issues, verifying and evaluating data; obtaining additional information and applying pertinent fiscal laws, regulations, precedent decisions, and procedures; performing research regarding many different and unrelated processes and methods relating to financial transactions; interpreting data, determining nature of the problem or issue, deciding approaches, and recommending solutions for systemic changes to enhance operations; researching, interpreting, analyzing, and applying regulations, policies, procedures, and legal decisions; performing varied duties, involving financial services payment systems; analyzing and developing a variety of new or established techniques and methods; using different procedures that require coordination with other personnel or staff, both internal and external to the organization; determining appropriate pay, allowances, and entitlements resulting from multiple military and civilian statuses; executing unique and special pay and entitlement actions; applying information derived from personnel management systems; supporting Soldier Readiness Processing; scheduling, running, and analyzing various financial system reports; training customers on pay and travel entitlements and associated systems, processes and reports.
NOTE:
Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.Education:SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements (30 semester's hours or 20 classroom hours of instruction per week) for THREE (3) months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to SIX (6) months of specialized experience. Courses must be directly related to the work of the position.
NOTE:
Undergraduate or graduate education - awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

Copy of the Official/student transcripts showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered.
